At a working session with leaders at the prison, under the Ministry of Public Security located in Gia Lai province, on July 21, Deputy Chief Procurator of the Supreme People's Procuracy (KSND) Tran Hai Quan said that the prisons have fully implemented regimes and policies for prisoners according to regulations; and at the same time promoted labor, career guidance, vocational training, contributing to creating conditions for prisoners to reintegrate into the community after serving their prison sentences.
On July 21, the Standing Committee of the Central Committee of the Vietnam Fatherland Front coordinated with the Supreme People's Procuracy to inspect and supervise the compliance with the law in temporary detention, temporary custody and criminal judgment enforcement at Gia Trung Prison and Kim Son Prison, under the Department of Prison Management Police, compulsory education institutions, reform schools (C10), Ministry of Public Security, located in Gia Lai province. The working delegation was co-chaired by Vice Chairman of the Central Committee of the Vietnam Fatherland Front Cao Xuan Thao and Deputy Chief Procurator of the Supreme People's Procuracy Tran Hai Quan. Receiving and working with the delegation were leaders of Department C10, Ministry of Public Security, Supreme People's Procuracy, Gia Lai Provincial People's Court and related units.

Reporting to the working delegation, Colonel Dao Ngoc Sy, Warden of Gia Trung Prison, said that from July 1, 2025 to May 31, 2026, the unit had completed procedures for extraction for 41 prisoners; at the time of reporting, no prisoners were temporarily suspended from serving prison sentences.
As of May 31, 2026, the total number of prisoners temporarily suspended from serving sentences who have not returned to prison is 4 prisoners. Up to this point, the unit has decided to classify more than 1,300 newly admitted prisoners and 24 prisoners, downgrading 168 prisoners; Incoming and outgoing letters of prisoners are strictly censored from prison guards to reconnaissance officers, all incoming letters of prisoners are stamped Gia Trung Prison before being transferred to the post office. Colonel Sy added that the prison organizes 24/24h guard duty, each sub-prison arranges many guards, prisoners when entering and leaving the prison gate, prison cells are checked, prisoners leaving and entering prison must have officers signing receipts, signing entry into the prison duty book, prisoners when leaving for work must have officers escorting, managing, and implementing the approved plan.
Colonel Tran Van Tinh, Inspector of Kim Son Prison, said that from July 1, 2025 to May 31, 2026, Kim Son Prison organized the escort of more than 13,000 turns of prisoners going to work, escorted 8,148 turns of prisoners visiting relatives; escorted 92 turns of prisoners for examination and treatment at upper-level hospitals, escorted 55 turns/343 turns of prisoners transferred to sub-prisons;...
Up to this point, the unit has deployed forces to patrol the area around the camp 946 times, blocking the entry and exit of prisoners 5,471 times. Speaking at the conclusion of the inspection session, Deputy Prosecutor General of the Supreme People's Procuracy Tran Hai Quan said that the enforcement of the 2019 Law on Criminal Judgment Enforcement at prisons under the Ministry of Public Security located in Gia Lai province was basically carried out in accordance with regulations, ensuring functions and authority and achieving many positive results.
As of May 31, 2026, Gia Trung Prison and Kim Son Prison are managing 8,124 prisoners. The work of receiving, classifying and arranging detention is carried out in accordance with procedures; prisoners are classified by age, gender, nature, level of crime and sentence to organize detention appropriately, ensuring safety and effectively serving management, education, and reform work.
Mr. Tran Hai Quan added that regimes and policies for prisoners such as: food, accommodation, clothing, medical care, medical examination and treatment are implemented in accordance with standards and norms. The right to meet relatives, receive gifts, and send letters is also guaranteed according to the provisions of law. Labor, career guidance and vocational training are implemented in accordance with the actual conditions, health and age of prisoners, ensuring labor safety. Prison facilities also strengthen coordination with training institutions to organize vocational training, issue vocational certificates, and create favorable conditions for prisoners to reintegrate into the community after serving their prison sentences.
In addition, civic education programs, dissemination of laws, current affairs, literacy, and cultural, artistic, and sports activities are maintained regularly, contributing to raising awareness, stabilizing ideology and awareness of compliance with regulations of prisoners. Mr. Tran Hai Quan added that the consideration of reducing the term of imprisonment, early release from prison with conditions and amnesty is carried out for the right subjects, in accordance with regulations. The work of evaluating and classifying prisoners is carried out periodically, as a basis for preparing dossiers to propose sentence reduction and amnesty, ensuring the correct order and procedures and promoting the effectiveness of encouraging prisoners to actively reform.
Regarding the work of resolving complaints and denunciations, units have received 16 complaints, denunciations, petitions, and reflections and all have been considered and resolved in accordance with regulations. On the same day, a working delegation of the Standing Committee of the Central Committee of the Vietnam Fatherland Front in coordination with the Supreme People's Procuracy visited the nursery of the women's sub-prison, at Gia Trung prison.
