When garbage treatment businesses illegally dump garbage
Da Nang Police are investigating the case of illegal landfilling and dumping of waste with a volume of more than 20,000 tons. Previously, functional forces ambushed and caught red-handed 2 trucks of Huy Hoang ECO Environment Joint Stock Company - the investor of Bac Quang Nam Solid Waste Treatment Plant (located in Dai Loc commune) - carrying waste to dump in the hilly area of Hoa Dong area, Dai Loc commune.

Expanding the investigation, the police determined that from 2024 to September 2025, during the process of receiving and treating domestic waste generated in some areas of old Quang Nam (now belonging to Da Nang City), this enterprise gathered and dumped more than 20,000 tons of waste generated in violation of environmental protection laws.
The incident not only shows the seriousness and scale of the illegal discharge, but also leads to direct consequences. During the time the factory temporarily suspended receiving for investigation, many roads in Da Nang City appeared congested with domestic waste, causing serious pollution, flies surrounded, disrupting the lives of thousands of households.

Ms. Nguyen Thi Thanh (Vinh Dien block, Dien Ban ward) recalled: "Three days without a garbage truck, the trash can in front of the house spilled out. Opening the door, the smell rushed in, flies and mosquitoes covered it, spraying medicine was too much.
Mr. Nguyen Truong Son - Deputy Director of the Department of Agriculture and Environment of Da Nang City - said that in the waste treatment project of Da Nang (old), the area has been clearly channeled: waste from localities such as Duy Xuyen, Dien Ban, Dai Loc is planned to be centrally treated in the Northern area, undertaken by Huy Hoang ECO Environment Joint Stock Company.
Meanwhile, the southern area will be treated by landfilling at Khanh Son 2 landfill.
The problem arises when Huy Hoang ECO Company is entangled in the investigation process of the police agency and has to stop operating. This has disrupted the established treatment channel, leading to the inevitable consequence of congestion of domestic waste in residential areas belonging to the northern channel," Mr. Son explained.



The scale of violations is expanding, the pressure is pushing towards urban areas
Besides the large-scale discharge violation of businesses, every day, Da Nang functional forces still have to strain themselves with small-scale but densely occurring illegal dumping acts.
In the last nights of 2025, the Son Tra ward administrative violation handling team ambushed at "hot spots", discovering a man driving a motorbike with license plate 75-E1 418.77 showing suspicious signs. When arriving at area 39B Hoang Sa street, this person stopped the car and was throwing an old mattress on the roadside when he was caught red-handed. The initial identity was identified as D.V.T (born 1983). The vehicle and exhibits were temporarily seized for handling according to regulations.


According to Son Tra Ward People's Committee, from the end of September to now, the working group has been on duty 24/7 at hotspots; on average, handling more than 10 cases per month. In the year-end general campaign, the ward collected nearly 290 tons of garbage and rubble in public areas such as Sunhouse apartment buildings and Bui Duong Lich, Bui Huy Bich, Hoa Lu, Khuc Thua Du streets.
At the city level, in November 2025 alone, Da Nang functional sectors discovered and handled 69 cases with 68 subjects, with a total fine of nearly 2.5 billion VND. Accumulated for 11 months, the whole city handled 276 administrative violations, of which illegal dumping of construction waste is identified as one of the most painful problems.


In that context, just increasing fines or increasing shifts of ambush is not enough. When garbage still finds a "step-off for illegal discharge" from both individuals and businesses, functional forces will still have to face the problem of being invincible, not cleaning up in time - if there are no more fundamental solutions soon to lock down "discharge sources" from the root.
According to Mr. Nguyen Truong Son, the Department of Agriculture and Environment is continuing to coordinate with relevant agencies and departments to advise the City People's Committee to develop a sustainable waste treatment plan. This plan includes coordination with the Police to clarify issues related to the operation of the Huy Hoang ECO factory.
After identifying and publicizing waste collection and transshipment points, people who bring waste to the right places will not be handled for violations. Conversely, cases of dumping waste outside the planned area will be strictly handled according to legal regulations," Mr. Son emphasized.
