Risk of flash floods, landslides and flooding due to heavy rain after storm
The circulation of storm No. 3 is still causing rain in many places in the Northern region, bringing with it a series of post-storm natural disaster risks. Mr. Hoang Van Dai, Deputy Director of the National Center for Hydro-Meteorological Forecasting, General Department of Hydro-Meteorology, said that in the next 24-48 hours, the northern region is forecast to continue to have heavy rain. In particular, the Northwest region may have rainfall of 100-200mm; the Northwest region has rainfall of 60-70mm.
With such post-storm rain developments, Mr. Hoang Van Dai warned of a high risk of flooding on rivers and streams, flash floods and landslides in some localities. Of particular note, small rivers in Quang Ninh, Lang Son, Cao Bang, Hoa Binh could see flooding from alert level 2 to alert level 3. Floods on rivers such as Ngoi Thia (Yen Bai), Song Boi (Hoa Binh), Hoang Long (Ninh Binh) could rise above alert level 3; the downstream of Luc Nam River would rise to alert level 2.
There is a high risk of flooding in urban areas, cities and provinces in the Northern Delta region due to heavy rain, especially in the provinces of Quang Ninh, Hai Phong, Lang Son, Thai Nguyen, Cao Bang, Ha Giang, Yen Bai, Bac Kan, Nam Dinh, Thai Binh, Ha Nam, and Hanoi.
High risk of flash floods, landslides in the provinces of Lang Son, Bac Kan, Thai Nguyen, Bac Giang, Vinh Phuc, Hoa Binh, Phu Tho, Tuyen Quang, Yen Bai, Son La, Lai Chau, Lao Cai.
"With the risk of many types of natural disasters like this, we recommend that people regularly and closely monitor warning bulletins about rain and other dangerous weather conditions. People need to observe cracks in walls and houses around their living areas. People living near rivers and streams should limit their travel to those areas. If people are in areas where flash floods and landslides are warned, they should limit their travel unless necessary. If traveling on a national highway, they should observe the surrounding areas for potential landslides; if passing through overflow tunnels or streams flowing down steep slopes, they should pay special attention," Mr. Dai advised.
Floods in Yen Bai may rise above alert level 3
The National Center for Hydro-Meteorological Forecasting and the General Department of Hydro-Meteorology have specifically warned of the risk of floods, flash floods, and landslides in Yen Bai province in the next 24 hours.
In the past 24 hours, due to the influence of storm No. 3 in Yen Bai, there has been very heavy rain, the total measured rainfall is commonly from 100-250mm, especially in some places over 400mm such as in Tram Tau district, Van Chan district.
Water levels of Ngoi Thia and Ngoi Hut rivers fluctuate above alert level 2; Thao River in Yen Bai is about 0.66m above alert level 1.
It is forecasted that in the next 24 hours, due to the influence of the tropical convergence zone passing through the Northern region connecting with the circulation of the low pressure area weakened by storm No. 3, from the night of September 8 to September 11, the Yen Bai area will continue to have moderate rain, heavy rain, and in some places very heavy rain with total rainfall ranging from 150 - 300mm, with some places over 400mm.
Floods have occurred on rivers in Yen Bai, the flood peaks of small rivers such as Ngoi Thia and Ngoi Hut rivers have reached alert level 2 - alert level 3 and above alert level 3; Thao river in Yen Bai has reached alert level 3, there is a risk of flooding in low-lying areas along rivers and streams, urban areas, especially in the districts of Luc Yen, Van Yen, Tran Yen, Yen Binh, and Yen Bai city.
Soil moisture across the province is at saturation level, flash floods and landslides are being warned at a very high level and will continue to be maintained in the next 24 hours.
