Vinh Tan Power Center in Vinh Tan Commune, Tuy Phong District, Binh Thuan currently includes thermal power plants that have been built and put into operation.
On March 18, the Department of Agriculture and Environment of Binh Thuan province said that in the past, the 218 Working Group (established according to the decision of the People's Committee of Binh Thuan province) has maintained regular monitoring and supervision of environmental protection work for projects at Vinh Tan Power Center and Vinh Tan International Port.
During the Northeast monsoon (from November last year to April next year), there will be strong gusts of wind, hail, and tornadoes, but dust (black dust) will still appear in the homes of some households living near the border of Vinh Tan Power Center (this problem occurs annually) and poses a potential risk of causing disorder in the locality.

Through monitoring results, most investors focus on environmental protection, regular operation of waste treatment works that meet environmental technical standards; install continuous automatic monitoring systems for emissions, wastewater and connect and transmit data to the Department of Agriculture and Environment, Ministry of Agriculture and Environment for monitoring. As well as investors implementing measures to reduce dust and noise at the source, promoting solutions to consume ash, slag, etc.
However, the Department of Agriculture and Environment of Binh Thuan province also stated the situation as on the afternoon of March 3, 2025, in Vinh Phuc village, Vinh Tan commune, dust appeared ( black rice) spreading to the homes of some households living in the area bordering Vinh Tan Power Center.
Tuy Phong District People's Committee has requested investors of factories to strengthen environmental protection, requesting Vinh Tan commune to continue to stay in the area, grasp public opinion, propagate and mobilize people to stabilize the situation, not cause disorder.
Immediately afterwards, the Department of Agriculture and Environment chaired and coordinated with the Economic Police Department of the Provincial Police, Tuy Phong District People's Committee, Vinh Tan Commune People's Committee and relevant units to grasp information, organize work and survey the implementation of environmental protection work at Vinh Tan thermal power plants and international ports. The units have measured and collected samples of surrounding air and noise (phase 2) in the area of households bordering Vinh Tan Power Center.

From the above situation, to effectively implement environmental protection work, not to affect or affect the lives and activities of people in the area bordering Vinh Tan Power Center, the Department of Agriculture and Environment of Binh Thuan province said that it will continue to monitor and urge the Working Group 218 to strengthen environmental protection supervision of thermal power plants at Vinh Tan Power Center and Vinh Tan International Port.
At the same time, this department will continue to collect samples of surrounding air and noise in the following periods of the year (expected in the following quarters or when there is unusual weather, dust and coal dust appear) to have data to assess the level of impact and environmental impact from Vinh Tan Power Center.
The Department of Agriculture and Environment of Binh Thuan province has also issued a document advising the Provincial People's Committee to request investors of thermal power plants at Vinh Tan Power Center and Vinh Tan International Port to strengthen environmental protection.
