Green road turned into a garbage dump
Along the road connecting Tran Quang Khai with Nguyen Tu Khiem, the section bordering the Cau Rao River (belonging to Dong Hoi ward, Quang Tri province) is easy to encounter piles of rubble, domestic waste, spiritual waste, nylon packaging, styrofoam boxes, branches, damaged items, even old toilets are scattered on both sides of the road. Many garbage points stretch hundreds of meters, emitting a foul odor, covering the empty roadsides.
It is worth mentioning that this is a road invested synchronously with many green trees, located next to parks and residential areas. However, this area has gradually become a spontaneous garbage collection site, causing environmental pollution and unsightliness.

Mr. Hoang Van Luyen (62 years old, Dong Hoi ward) said that the situation of illegal dumping of garbage has been going on for a long time. "I often pass by here, see the road prohibiting dumping garbage, but many people still secretly bring it to dump. Not only polluting the environment, they also spoil the urban beauty," Mr. Luyen complained.

Ms. Nguyen Thi Binh (73 years old, Dong Hoi ward) shared: "All kinds of garbage are brought here to be thrown away. Packaging, concrete, basins, even tree branches are brought for collection. Once they dumped right in front of my farm. I spoke up but failed.
According to the reporter of Lao Dong Newspaper on July 1st, in addition to the above road, many illegal garbage collection points also appeared along Tran Quang Khai street.
Difficulties in handling illegally dumped waste
Talking to reporters, a representative of Quang Binh Urban Environment and Development Joint Stock Company (Quang Tri province) said that illegally dumped waste such as rubble, spiritual waste or piles of garbage gathered on both sides of the road are not within the collection scope of the unit.

Between the headquarters of the Department of Agriculture and Environment and the National Hospital of Medicine, there is a land area that is being illegally dumped garbage. The pond behind Vo Nguyen Giap High School for the Gifted also has some locations for illegal garbage collection. When launching the movement for the whole people to collect waste, we also reflected many times, but this phenomenon still exists," the unit representative said.
Mr. Dang Ngoc Hung - Director of the General Service Center of Dong Hoi ward said that the ownerless garbage points mainly stem from some people taking advantage of late nights or quiet times to secretly dump garbage.
According to Mr. Hung, the locality has repeatedly propagated and mobilized people to dispose of garbage in the right places, but the effectiveness is not high. Meanwhile, the collection of ownerless garbage points also faces many difficulties due to lack of funding.
For ownerless waste, the center often proposes to the Ward People's Committee to allocate funds to organize cleaning during political events or general environmental sanitation. Regular collection is very difficult because there is currently no separate funding," Mr. Hung said.

To overcome the above situation, the Dong Hoi Ward General Service Center will advise the Ward People's Committee to allocate funds to organize the collection and treatment of accumulated garbage points; and at the same time strengthen propaganda, coordinate with functional forces to inspect and strictly handle violations.
