On March 10, at the Party Central Committee Headquarters, Politburo member and Standing Secretary of the Secretariat Tran Cam Tu - Head of the Steering Committee for Digital Transformation in Party agencies (Steering Committee) - chaired the second meeting of the Steering Committee.
Also attending the meeting were Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Committee Nguyen Duy Ngoc - Deputy Head of the Steering Committee; representatives of leaders of central departments, ministries and branches.
After listening to the report and opinions expressed and concluding the meeting, Standing member of the Secretariat Tran Cam Tu emphasized that the agencies and units have carried out tasks very responsibly, achieving certain results.
The Standing Secretariat noted, "digital transformation is the right thing to do, because there is no other way". If Party agencies do not grasp digital transformation, do not do it, do not implement digital transformation, it will be "very harsh".

Emphasizing that despite certain results and changes, according to the Standing Committee of the Secretariat, there are still some limitations that need to be overcome.
Stating that up to now, only a number of tasks have been achieved according to the progress requirements of the first quarter of 2025, Standing member of the Secretariat Tran Cam Tu frankly said that " progress is still slow".
Especially related to the task of reviewing and issuing professional processes of agencies to meet the requirements of digital transformation; not promptly consulting and perfecting the institution to issue regulations; administrative reform, restructuring professional processes, digitizing information and data have not been given attention.
"There are still many traditional working habits and papers. I also attended a conference with a lot of paperwork. I said, how much money is left to print it like this," said the Standing Secretariat, demanding to fix this problem to reduce the cost of stationery and documents.
Another limitation, according to Mr. Tran Cam Tu, is that the infrastructure and end-to-end equipment are not synchronous and do not meet requirements. Digital platforms and digital data have not been standardized and cleaned, are still dispersed, do not ensure connectivity and sharing, and are still heavily "ome can do it, strong people can do it".
According to the Standing Committee of the Secretariat, data is the common property of the country and the country. Why is it "used by those who can do it, each person goes to an alley, each person has a fence, which is very expensive?".
Immediately implement paperless meeting rooms in places with conditions
Regarding the tasks in the coming time, according to the Standing Committee of the Secretariat, it is necessary to unify the scope of implementation with synchronous adjustments with the plan to merge some provincial-level administrative units, not district-level organizations, and commune-level mergers in the spirit of Conclusion 127 of the Politburo and the Secretariat. Thus, the units will be more compact, cost-effective and deploy faster.
The Standing Secretariat emphasized the urgent need to perfect institutions and regulations on updating unified digital transformation knowledge in Party agencies; cutting and simplifying administrative procedures, restructuring professional processes in Party work.
The Standing Committee of the Secretariat stated that it is necessary to deploy general software applications in Party agencies, serving leadership and direction in the digital environment, with the principle of taking users as the center. If we keep talking grandly, how much software is made, how many applications are not applied in the end, it is very wasteful. The Standing Secretariat directs that the application must be put into service for congresses at all levels and pilot paperless meeting rooms.
"We have to study with the National Assembly, where are the meetings? Each iPad, see the seating position, meeting program, morning and afternoon, who is in charge, and press whatever is needed. Why do I still have many papers to go to meetings? It is a waste," said the Standing Committee of the Secretariat, requiring immediate implementation of the paperless meeting room.
"Immediately implement the issue of paperless meetings in places with conditions, no later than September 30, no meeting places using paper will be allowed to come. We must be determined like that, otherwise we cannot continue to say it", the Standing Committee of the Secretariat emphasized.
