According to reader Cuong Nguyen (reader's name has been changed), implementing waste classification at source (PLRTN) is the responsibility of each individual. However, management agencies need to set an example and implement it seriously and cannot "fail to fulfill the request to fine people" - this reader emphasized.

Reader with the account Quynh Nga (reader name has been changed) shared: "Since the regulations on PLRTN were issued, everyone and every household started implementing them, many localities also had to establish specific procedures for people to follow. Many places have applied fine regulations, however, one of the management agencies, the Hanoi Department of Natural Resources and Environment (DONRE), refuses to implement them, which is unacceptable. Therefore, if a fine is required, the Hanoi Department of Natural Resources and Environment must be fined first."

On January 3, we continued to visit the headquarters of the Hanoi Department of Natural Resources and Environment (located on Huynh Thuc Khang Street, Dong Da, Hanoi) to update on the implementation process of the PLRTN of this agency.

Although the agency has removed the plastic from the 3-compartment classified trash bins and placed them in the citizen parking area and the agency's staff parking area, according to the reporter's records, at around 3:30 p.m. the same day, there were still no bags of trash in all 6 compartments of these 2 trash bins.

The 3-compartment trash can at the entrance to the parking area for employees of the agency was empty. Instead of leaving trash in the bin, many trash bags were thrown right at the foot of the new trash can, while the compartments inside were completely empty.

Similarly, the 3-compartment trash bin located in the citizen parking area was also empty. Unsorted waste was mixed and dumped on the garbage truck located at the end of the area.

Also on the afternoon of January 3, a reporter from Lao Dong Newspaper went directly to the headquarters of the Hanoi Department of Natural Resources and Environment, submitted a letter of introduction and waited for feedback on the reported situation as well as issues related to the implementation of waste classification at source.
