On January 26, 2026, the People's Committee of Co To Special Zone organized a meeting, commending and praising Mr. Thai Van Ninh (born in 1987, member of the Grassroots Security Team of Village 1) and Mr. Pham Van Thang (born in 1997), both residing in Village 1, Co To Special Zone, for their courageous actions in saving people in distress at sea.
Previously, at about 12:00 on January 25, 2026, while working at sea in sea area 1, Co To special zone, Mr. Thai Van Ninh and Mr. Pham Van Thang discovered Mr. Hoang Viet Anh (born in 2002, residing in area 1) had an accident while fishing for squid alone.
Due to the cold weather, the victim fell into the water, lost strength and was trapped on the side of the boat.
Realizing the dangerous situation, Mr. Ninh quickly called the special zone police, and together with Mr. Thang organized rescue.
Mr. Ninh directly picked up the victims onto the boat and quickly took them to port area 1 for emergency treatment; Mr. Thang stayed to tie and pull the drifting boat back to port, and at the same time reported to functional forces to coordinate handling.
Immediately after receiving the information, Co To Special Zone Police coordinated with Van Don General Hospital - Facility 2 to mobilize vehicles and medical staff to support, bring the victim ashore and transfer him to the hospital for emergency treatment in time.
Currently, Mr. Hoang Viet Anh is awake, his health is stable and continues to be monitored and treated.
To promptly recognize the courageous act of rescuing people in dangerous situations, the Chairman of the People's Committee of Co To Special Zone signed Decision No. 88/QD-UBND dated January 26, 2026 on rewarding citizens for courageous acts of rescuing people in distress at sea, and at the same time awarding Certificates of Merit to Mr. Thai Van Ninh and Mr. Pham Van Thang.
Speaking at the conference, Chairman of the People's Committee of Co To Special Zone Nguyen Danh Ha acknowledged and praised the courageous, responsible, quick-witted and compassionate spirit of the two citizens in harsh weather conditions, with many potential risks. This is a noble gesture, contributing to spreading humanistic values, tradition of solidarity and mutual affection in the residential community.
