At about 3:45 p.m. on April 3, 2025, Lieutenant Colonel Pham Hai Duong - an officer of the Drug Crime Investigation Department, Quang Ninh Provincial Police - on his way to work through Ha Lam Stadium, in Zone 6, Ha Lam Ward, Ha Long City picked up a plastic bag containing documents, inside which were many important documents related to the medical examination and treatment of a person named Le Duy Hau. Inside were 2 gold metal bracelets and 25,000,000 VND in cash.
Immediately afterwards, Lieutenant Colonel Pham Hai Duong went to Ha Lam Ward Police, handed over and coordinated to verify, and contacted the person who dropped it to return it.
After about 1 hour of verification, the police force identified the person who dropped the above documents and assets as Mr. Le Duy Hau, born in 1943, residing in Yet Kieu 2 area, Tran Hung Dao ward, Ha Long city. Mr. Hau dropped it on his way home after being examined and treated at the hospital. Receiving all documents and assets, Mr. Hau was very touched and sent his sincere and deep thanks to Lieutenant Colonel Pham Hai Duong and Ha Lam Ward Police.
