According to initial investigation results, in December 2025, Mr. Nguyen Hai Long's family (born 1966, residing in Binh Xuyen commune, Phu Tho province) planned to hold a wedding for their child on January 3rd and 4th and hired Bui Duc Nghia (born 1977, residing in Te Lo commune, Phu Tho province) to install a wedding tent.
On the morning of January 1st, although knowing that the installation of tents on the inter-village road is public transport, and the occupation of sidewalks and part of the road has not been permitted by competent authorities, Bui Duc Nghia still organized the installation of tents.
On the afternoon of January 4, after the wedding ended, the homeowner's family requested to dismantle the tent to return the traffic ground. Because the tent frame is large and the dismantling process is long, it was not completed until the evening of the same day, and many pillars still exist on the traffic road.
At about 8 pm on the same day, Mr. Dang Viet Cuong (born in 1988, residing in Binh Nguyen commune) driving a motorbike collided with a remaining wedding tent pillar, leading to serious injuries and death later.

Immediately after the incident occurred, the Office of the Investigation Police Agency urgently coordinated with functional units to conduct scene examination, vehicle and body examination and organize investigation in accordance with the law.
Initial investigation determined that Bui Duc Nghia's act of installing wedding tents encroaching on sidewalks and roadways, not ensuring traffic safety, was the direct cause of the accident, violating Clause 20, Article 9 of the Law on Road Traffic Order and Safety.
On January 5, the Investigation Police Agency issued a decision to prosecute Bui Duc Nghia for the crime of obstructing road traffic. Regarding the act of the homeowner organizing a wedding, the Investigation Agency is continuing to consolidate the file and documents for handling according to regulations, ensuring the strictness of the law.
