Many roads connecting to national highways have stopped construction.

According to Lao Dong, along National Highway 1A (the section passing through Huong Thuy town, Thua Thien Hue province), many investment projects to renovate and expand cross-roads connecting to the national highway are under construction, some places have been completed but have to be fenced off, vehicles are not allowed to pass (the picture above is National Highway 1A).

Typically, the section of Provincial Road 7 extending from National Highway 1A to Khuc Thua Du Street in Thuy Phuong Ward, Huong Thuy Town, must be fenced off at the connection point with the national highway even though the project is almost completed.

At this connecting level crossing, the road surface, road markings, trees and traffic lights have been completed for a long time. However, this section of road cannot be put into use yet because it does not meet Circular 39/2021/TT-BGTVT of the Ministry of Transport.

Mr. Quoc Cuong (a resident of Phu Bai Ward) said that every day he travels along National Highway 1A to go to Hue City for work. Every time he passes the barrier here, he can't help but wonder why the road looks like it's been completed but is not in use.

“I have seen people fence it off for a long time, vehicles are not allowed to pass under the sidewalk, sometimes I see people climbing onto the sidewalk to walk, it looks very unsightly, easily causing accidents,” said Mr. Cuong.

Not far from the above mentioned road is the investment project to build the intersection of 2-9 Road and Nguyen Tat Thanh Road (Huong Thuy Town). The project has a total investment of more than 20.8 billion VND from the budget of Thua Thien Hue province.

However, while construction was still in progress, the project was forced to temporarily stop construction of the connecting section to National Highway 1A because it had not been licensed by Road Management Area II (Vietnam Road Administration).

According to records, the construction unit currently has to use corrugated iron fences to fence off the unfinished construction in front of Phu Luong Parish Church and has not yet scheduled a date to resume construction.

The connecting section with Nguyen Tat Thanh street is not yet finished with concrete, there are many gravels, making it difficult for people to move around, very slippery. Not only that, the connection point of the two roads is very messy, losing the urban beauty.

According to research, Huong Thuy town currently has 6 road points connecting to National Highway 1A, the road surface is degraded, damaged and often congested. Therefore, this locality has included in the investment plan, renovation to ensure urban aesthetics, serving the travel needs of the people.

However, there are currently 4 connection points that are being fenced off and under construction due to regulations in Circular 39/2021/TT-BGTVT, amending and supplementing a number of articles of Circular 50/2015/TT-BGTVT related to conditions for being granted a license to renovate and connect to national highways.

Circular 39/2021/TT-BGTVT stipulates that the requirement for connecting to national highways is to ensure a minimum distance between two connection points and have enough land to design and build a speed-change lane and a left-turn waiting lane.

Mr. Duc (a resident) said that the connection point here has been fenced off for a while, and in recent days no construction workers have been seen. Mr. Duc hopes that this road project will be completed soon to facilitate people's travel.
