HUE - Large truck convoys carrying soil and rocks have "crowed up" Provincial Road 16, seriously affecting people's travel.
Provincial Road 16 is an important road of Hue City, passing through Binh Dien commune, Huong Tra ward and Kim Tra ward. The entire route is more than 20km long, connecting from National Highway 1A to National Highway 49. Although it is a vital road with a large traffic flow, Provincial Road 16 is currently degraded and seriously damaged.Records of Lao Dong Newspaper reporters show that dense potholes, potholes, mud puddles and a series of large rocks blocking the middle of the road appear on the route, posing a potential risk of traffic unsafety.In April 2025, the road surface is still dry but dust flies everywhere, soil and rocks are bumpy. By the beginning of 2026, after a long period of rain combined with the density of vehicles passing by, the road surface became muddy, road soil turned into loose mud.According to local people, the main reason for the rapid degradation of the road is that many large truck convoys circulate every day, "grinding" the road surface.Real observation shows that next to Provincial Road 16, the section passing through Binh Dien commune, mountain stone mining activities are taking place. When it rains, heavy trucks make the damage level of the road even more serious.Most trucks carrying heavy, bulky stones have to move little by little as they pass through craters due to the seriously degraded road surface, slippery mud, posing a risk of accidents.There is a road section that looks like a field. I hope to rebuild the road soon so that people can travel cleaner and safer" - Mr. Nguyen Van T (local resident) expressed.Not only the road surface, many small bridges on the route have a designed load of only 13 tons but still have to endure the pressure from heavy trucks circulating every day.Road damage seriously affects people's lives.In December 2025, the survey team of the Standing Committee of Hue City People's Council organized a field inspection to assess the results of resolving voters' petitions related to the degradation situation on Provincial Road 16. At the survey, representatives of the Department of Construction of Hue City said that the Department of Finance is appraising the dossier of the Investment Policy Proposal Report for the Provincial Road 16 upgrade project. After completing the appraisal, the dossier will be submitted to the People's Committee of Hue City for consideration and approval according to regulations.The head of the survey delegation emphasized that resolving recommendations on Provincial Road 16 is a key task to improve traffic infrastructure, ensure safety for people, and create motivation to promote socio-economic development of Hue City.
Provincial Road 16 has been approved by the People's Council of Thua Thien Hue province (now Hue City People's Council) for a resolution on the scale of upgrading investment of more than 20km. The project has a total investment of more than 396 billion VND from the State budget, expected to be implemented in the period 2021 - 2025. However, the project has not yet been implemented.
