13 BT projects in Khanh Hoa are stuck in planning

Many projects have not been paid under BT contracts

3 BT projects include the Ring Road connecting Ngoc Hoi intersection; Ngoc Hoi intersection; routes and intersections connecting Nha Trang airport area. The common problem lies in the land fund used to recover capital for the BT project in the old Nha Trang airport area.

According to the authorities, in order to have a basis to specifically adjust the area, name, symbol, and value of each plot of land recovered for the BT project according to the conclusion of the Government Inspectorate, the Area Consolidation Planning Project must be approved and the value of the land fund of the old Nha Trang airport area must be determined.

However, up to now, the Regional Planning Project has not been updated and adjusted; there has not been a consensus with the Ministry of National Defense on zoning planning. Because there is no basis to determine the value of the counterpart land fund; there is no basis to adjust BT contracts according to the conclusion of the Government Inspectorate.

Currently, regarding the land fund for capital recovery to pay for the BT project, the authorities in Khanh Hoa province have not yet determined the location of the area used to pay for the BT project to the Prime Minister according to the Inspection Conclusion due to many remaining issues that need to be resolved regarding local planning work.

Proposal for Central guidance

In February 2025, Mr. Tran Hoa Nam - Vice Chairman of Khanh Hoa Provincial People's Committee - signed a document to the Ministry of Planning and Investment (now the Ministry of Finance) regarding the difficulties in resolving BT projects. Khanh Hoa Provincial Government has proposed after the Central agencies issued guidelines related to the content of problems with BT contracts that were signed but not in accordance with the provisions of law at the time of signing the BT contract and issued amendments related to the use of state agency headquarters to pay investors.

Khanh Hoa has proposed that central ministries and branches guide the payment of BT contracts in cases where it was previously expected that the land fund would be paid many times in the BT Contract; not ensuring the principle of price parity; adding problems in cases of calculating interest waiting to be paid to Investors.
