Many park projects are behind schedule
According to Resolution No. 06/NQ-HDND dated April 12, 2022 of the People's Council of Hai Phong City , this city will invest in building 62 flower garden parks in 7 districts in the period 2021-2025 with a total area of about 70 hectares. . In particular, continue to complete 8 flower garden parks being invested in construction from 2021 with a total area of nearly 6 hectares and invest in the construction of 54 parks, flower gardens and green trees in the period 2022-2025 with a total area about 64.48 hectares. The total investment for the program is 2,631 billion VND (80% of the city budget capital corresponds to 2,126 billion VND, the remaining is from the district budget).
Also according to this resolution, each ward has at least one park, flower garden and green tree with an area of about 5,000 m2 in accordance with the actual situation and local land use. In particular, improving the situation of vacant land areas, land used ineffectively, and not ensuring environmental landscape.
In fact, by the end of February 2024, the city had only completed 9/62 parks and flower gardens, the remaining projects were in the process of reporting, appraisal and approval. According to assessments, the progress of projects is still slow, districts encounter many difficulties and obstacles in compensation and support, especially the lack of resettlement land fund to serve site clearance for projects.
Faced with the above situation, Vice Chairman of the City People's Committee Le Khac Nam requested units to review all park, flower garden, and green tree projects in the city, if they are not suitable in terms of location and technology. Usability must be reported to the city for consideration and adjustment.
At the same time, assign the Departments of Natural Resources and Environment, Department of Construction, Department of Planning and Investment to coordinate with districts to urgently resolve land problems.
Stop investing in 29 flower garden parks
However, recently, at the 18th meeting, Hai Phong City People's Council passed a resolution to adjust the investment policy of this program. In particular, the goal of each ward being adjusted and removed is to have at least one park, flower garden and greenery with an area of about 5,000 m2. The investment content has changed significantly, only investing in 33 parks and flower gardens (down 29 flower gardens compared to before) with a total area of about 44.84 hectares, of which 8 parks and flower gardens are deployed. period 2021-2022 with a total area of 6.09 hectares and invest in 25 parks in the period 2022-2025 with a total area of 38.75 hectares. Of the 29 park flower gardens that have stopped being implemented, Le Chan and Hai An districts both have 6 projects; 5 projects in Ngo Quyen district, 5 projects in Kien An district; Hong Bang and Do Son districts together have 3 projects and 1 project in Duong Kinh district.
The resolution also adjusts capital when the total capital for the program is only over 1,060 billion VND (a decrease of more than 1,500 billion VND). Of these, with 8 implemented projects, the targeted additional city budget for the district budget is more than 103 billion VND, and the district budget is nearly 90 billion VND. 25 projects to be implemented in 2022-2025, the city budget spends 80% (equivalent to more than 693 billion VND), the district budget is more than 173 billion VND.
The city also spent more than 656 million VND from its regular budget for this program. At the same time, request districts to balance local budget arrangements to implement the program according to regulations.
