Chaos at 2 trillion-dong projects of Phuc Son Group
In addition to BT (build - transfer) projects in Khanh Hoa, Phuc Son Group Joint Stock Company (Phuc Son Group) has 2 urban area projects with a total investment capital of about 1,700 billion VND.
However, these projects are still in disarray about site clearance, and legal documents are not yet complete.
In 2014, 2015 and 2016, Khanh Hoa province issued investment certificates, recognized investors, and approved investment in the Phuc Khanh 1 Urban Area Project (12.6ha area in Vinh Trung commune, Nha Trang), with a total investment of more than VND 1,600 billion, and the Phuc Khanh 2 Urban Area Project, with an area of 49ha located in the border area between Nha Trang city and Dien Khanh district, to Phuc Son Group with an investment capital of VND 637 billion.
For the Phuc Khanh 1 Urban Area Project, the locality has not yet implemented land allocation decisions and construction permits; there has not been a decision to calculate land use fees.
Meanwhile, the area where the compensation plan has been completed, approved by Nha Trang City People's Committee, is 12.6 hectares (reaching 100%), of which 9.95 hectares have been paid, the remaining 2.65 hectares have not been paid.
Regarding the construction of the completed technical infrastructure system of the resettlement area and handover to the People's Committee of Nha Trang city from August 2017 with an area of 0.65ha.
As for the Phuc Khanh 2 Urban Area Project, in 2016, Khanh Hoa province decided to allocate land and lease land, with an area of 217,000m2 to Phuc Son Group.
However, there is still no basis to calculate land use fees for each land allocation; no construction, resettlement construction, and technical infrastructure for the project have been granted.


Asking for the Government's opinion to remove obstacles
According to the agencies of Khanh Hoa province, the Phuc Khanh 1 and Phuc Khanh 2 Urban Area Projects cannot continue implementation due to the need to review the content related to the procedures for selecting investors to implement the project.
Meanwhile, the current decision-making authority in settling the matter belongs to the Government.
According to the People's Committee of Khanh Hoa province, the Politburo has issued Conclusion No. 77 of 2024 on the project to remove difficulties and obstacles related to projects and land in the conclusions of inspections, examinations and judgments in a number of provinces and cities.
In addition, based on Resolution 170 of 2024 of the National Assembly on specific policies and mechanisms to remove difficulties and obstacles for land projects in inspection, examination, judgment... The Ministry of Natural Resources and Environment (now the Ministry of Agriculture and Environment) is taking the lead in drafting the Government's Decree on detailed regulations for Resolution 170.
Therefore, the People's Committee of Khanh Hoa province proposed that the Government allow localities to review, resolve, and remove difficulties and obstacles in procedures for selecting investors to implement projects in a similar direction to the projects in Resolution 170 of the National Assembly.
