On December 7, the Government Inspectorate announced the Conclusion of the Inspection on the responsibility for performing public duties of cadres, civil servants, and public employees in handling administrative procedures (AP) and providing public services (PS) to people and businesses at the Ministry of Education and Training (from June 15, 2021 to November 30, 2023).
The inspection conclusion has many contents.
Firstly, the application of technology, digitalization of data, public services, and handling of administrative procedures in the electronic environment according to the Government's Decrees and Resolutions, projects, and directions of the Prime Minister at the Ministry of Education and Training has been slow, incomplete, and not serious.
Second, the Ministry of Education and Training reported that the results of handling administrative procedures did not reflect the true situation and were inaccurate: The Ministry periodically reported to the Government that the results of handling administrative procedures in 2021 and 2022 were 100% on time, while the inspection of 10 administrative procedures had 419 overdue records, accounting for 2.27% of the resolved records, of which 3 administrative procedures had an overdue settlement rate of over 50%.
Third, requiring people and businesses to supplement and complete documents outside the list of prescribed documents (34 documents) has caused frustration and inconvenience for people and businesses, who have to travel, explain, and supplement many times, potentially posing a risk of harassment.
Fourth, the Ministry of Education and Training has loosened management, allowing violations to persist in the joint organization of foreign language proficiency exams.
Public opinion is outraged because these things are so true.
Because, in applying technology and digitizing data, the Ministry of Education and Training should be the leader and should do it well to be worthy of a sector with the mission of educating and training people and talents for the country. However, the Ministry of Education and Training does not do it, although it has been stipulated in the Government's Decrees.
Reporting to the Government "does not reflect the true situation, is inaccurate" is just a way of saying "reporting is not truthful". If the Government does not report truthfully, where else can we find honesty?
The purpose of "requiring people and businesses to supplement and complete documents outside the list of prescribed documents" is not difficult to answer, because people and businesses know it very well.
The reason why the Ministry of Education and Training has allowed violations to persist in the organization of foreign language proficiency exams is not difficult to answer. Insiders know everything.
With the inspection conclusion of "lax management" and "prolonged violations", the highest responsibility belongs to the Minister of Education and Training, followed by the responsibility of the leaders of each unit.
