The country has 696 district-level administrative units, each unit has many working headquarters of Party, government and mass organizations. Currently, many localities have decided to temporarily suspend the implementation of new projects and works, repair, renovation, and upgrading of district-level headquarters. In addition, localities need to consider effectively exploiting and using district offices to prevent waste.

On average, each district has about 150 to 200 cadres, civil servants, and public employees, and the whole country has about 140,000 people under the district-level personnel.

District cadres and civil servants with qualifications and abilities will be selected to serve the country. Of course, there needs to be fairness and transparency in assessing the capacity of cadres and civil servants.
The streamlining, removal of district level, and merger of many communes will of course require redundant personnel. However, anyone who is subject to streamlining is entitled to appropriate support policies.
The State has a policy to support cadres and civil servants to retire early and streamline the apparatus, but each person must arrange for himself in the face of this change.
District officials and civil servants must also consider "self-refining", in addition to state support, people of working age need to proactively find new jobs that suit their abilities, expertise and conditions of the individual.
