In 2022-2023, Khanh Hoa has 56 provincial-level scientific research projects funded by the local budget, of which 25 projects have been settled, accepted, and put into application, and 31 projects are being implemented.
It is worth mentioning that, when the Khanh Hoa Provincial Inspectorate inspected 5 projects that had been settled and accepted, the results showed that there were some shortcomings and omissions, and there was no report on the implementation of the application of project results into practice.
The fact that Khanh Hoa province spends a large budget on scientific research topics but up to now many units have not reported on the implementation of practical applications is a very difficult reality to accept.
In principle, the State budget is spent to serve socio-economic development goals, especially in the field of science and technology, and must create specific values and benefits.
However, with many topics not having reports on the implementation of results into practice like in Khanh Hoa, it is easy to make public opinion wonder: in the end, have the billions of dollars - the people's tax money contributed and poured into scientific research been used effectively?
This question is not easy to answer. Just like in June 2023, Mr. Huynh Thanh Dat - Minister of Science and Technology said that there could not be an immediate answer to the questions of the National Assembly deputies: In the past year, how many research topics using the State budget were put into application? Of those, how many topics brought practical results?
As for the question of how many scientific research topics do we have in our drawers? Minister Huynh Thanh Dat said that he will provide full data in the near future, "however, it must be added that this statistical work is difficult."
Back to Khanh Hoa. There are two possibilities for the problem of no report on the implementation of the application of the results of the topic into practice. Either the topic is recognized in theory but cannot be applied in practice, or the topics are completely feasible but are not "cared for" by the relevant departments.
In both cases, it is a sign of waste, if not squandering, of brainpower, resources, and even tax dollars from the people.
Therefore, after the case of Khanh Hoa, other ministries and localities also need to simultaneously inspect scientific projects implemented with the State budget in their localities.
The purpose is to make the process of using people's tax money transparent. Any worthy, applicable, and effective topic must be commended and rewarded.
Any accepted project that is left in a warehouse or a drawer, with no trace left in real life, needs to clarify the cause, and even have a form of handling the responsibility of the individual, the approving organization as well as the project manager if there are signs of waste!
