In the aviation sector alone, the participation of private airlines has created many more opportunities for people to travel by plane. Vietnamese airlines own nearly 200 aircraft, opening many more routes connecting with other countries, contributing to economic development and expanding the tourism market.
Some private enterprises are participating in the automobile industry and are increasingly increasing the localization rate. Domestically produced cars not only meet the domestic market, but are also exported to other countries.
The encouraging signal is that the private business community is growing, many technology startups have appeared, creating valuable "Make in Vietnam" products.
However, there are many private enterprises but not strong, not many world-class names, not many products participating in the global value chain. Many businesses are moderate, satisfied with making money to get rich, not serious, not even professional. That is the determination to invest in making products capable of conquering the markets of many countries.
Not daring to think big, not investing in implementing projects with ambitions to create new products, that is a limitation from some businesses themselves.
But there is another obstacle, which is that businesses have to face a complex administrative apparatus, causing waste of time and money, including negative costs. These barriers make businesses lose strength, not bold in investing, and not have confidence to work big.
At the first meeting of the Government Steering Committee on the development of science and technology, innovation, digital transformation and Project 06 on March 18, Politburo member and Prime Minister Pham Minh Chinh stated: "... it is necessary to promote administrative reform, focusing on administrative reform. If a forest has procedures, it cannot be done".
Chairing a working session with the Central Committee for Policy and Strategy on the growth target set for 2025 on February 24, General Secretary To Lam requested a reduction of at least 30% of the time for handling administrative procedures; at least 30% of business expenses, especially customs, expenses for compliance with regulations, unofficial expenses, and the cancellation of at least 30% of unnecessary business conditions.
Implementing the above requirements, there will be a change in the administrative environment as well as practical support, private enterprises have the conditions to make a breakthrough.
And, administrative reform must go hand in hand with building a team of quality, capable civil servants and working with a spirit of dedication.
