Assign tasks but there must be tools to measure effectiveness, otherwise it is impossible to know who is competent or who is not, who has completed the task or who is negligent. The main way to measure is to assign KPI to commune-level leaders and civil servants in each job position.
The Ministry of Home Affairs will have regulations on this, but some localities have proactively implemented the assignment of targets. Binh Dinh assigned KPI to 58 new communes, wards and individual secretaries and chairmen. Those who do not complete their tasks will be replaced.
