This is an important step to prepare for the implementation of the commune-level government model after the merger into official operation, ensuring effectiveness, synchronization and compliance with local realities.
Accordingly, each locality will choose a newly formed commune, ward or town after the merger to comprehensively test the organization and operation of the commune-level political apparatus. The testing will start from June 10, 2025 and the latest date is June 15, 2025.
The Chairman of the Hai Duong Provincial People's Committee also assigned relevant agencies to urgently arrange and assign headquarters, vehicles, working conditions, human resources, equipment and information technology infrastructure at selected testing units. In particular, it is necessary to prioritize the completion of the Commune-level Public Administration Service Center - which directly receives and handles administrative procedures for people - to ensure smooth and efficient operation.
The testing of the new commune-level government model is an important basis for the provincial authorities to study, learn from experience, and promptly adjust issues arising in organization and actual operation.
