The People's Committee of Krong Pac district agreed to recover the difference in the amount of preferential allowances paid to teachers exceeding the prescribed level according to Decision No. 244/2005/QD-TTg (Decision 244).
The period of incorrect payment to be recovered is from the effective date of Decision No. 861/QD-TTg dated June 4, 2021 of the Prime Minister until August 2024. When Decision 861 takes effect, Krong Pac district has 5 communes and towns including: Hoa An, Ea Kly, Ea Kuang, Hoa Tien and Phuoc An town that have changed areas (no longer in the priority and subsidy category). Preschool and primary school teachers will receive a preferential allowance of 35% instead of 50% as before. Secondary school teachers will receive 30% instead of 35%.
However, Krong Pac district continued to use the old area to pay preferential allowances, leading to overpayments. The locality has been making incorrect payments for 3 years. In addition, incorrect payments have occurred in Buon Ho town, M'Drak district, and Ea Kar district.
When this information was released, teachers in Dak Lak were really worried, because many people would be charged up to 50 million VND.
It is correct to collect the excess allowances. But for teachers, this is a huge amount of money, and it is very difficult to find enough money to pay it back.
The teacher did not do anything wrong, but the agency that paid the allowance did. The teacher did not have the greed to appropriate the allowance beyond the prescribed level, they were completely passive when receiving this money.
The amount of monthly allowance received in excess of the prescribed allowance is not much. Teachers use it for family expenses and living expenses, not for saving. Now, after many years, it has accumulated to a large sum of money, not everyone can afford to pay it all at once.
Collecting back the wrongly spent allowances is a must, but it is necessary to calculate a suitable solution that will have the least impact on the psychology and life of the teachers subject to the collection.
One way to do this is to divide the monthly revenue, as previously spent. Collect until the excess revenue is met.
It is also possible to find resources, mobilize a support fund, and sponsor to support teachers in difficult circumstances. The salaries of preschool and primary school teachers are already low, so if they are cut even a small amount, it is a big deal.
