Many businesses have closed because they are involved in counterfeit goods, not due to the implementation of tax policies and electronic invoices.

To prove this assessment, the Tax Department of Region I said that it is managing taxes on more than 311,000 households and individuals doing business in Hanoi, of which the number of households and individuals doing business subject to using electronic invoices generated from cash registers is 4,979 households, accounting for only 1.6%.

The second figure given by the tax authority is the number of households that stopped doing business in Hanoi in May and June, which is 2,961. Of which, only 263 households are subject to using electronic invoices, accounting for about 8.8% of the total number of households that have stopped doing business.

Thus, the current closure of business households is not related to tax obligations, but mainly business households with counterfeit goods and counterfeit goods are concerned about being detected and handled, so they should proactively close.

In addition, there are households that are not doing business effectively due to the increasingly popular form of online shopping.

People must stop the habit of not being transparent in business, trading in goods of unknown origin, and at the same time comply with regulations on declaration and payment of taxes in accordance with regulations to avoid being at risk, violating tax laws, leading to administrative sanctions or possible criminal prosecution.

People also approach and learn about legal regulations to properly implement them, not chase rumors and worries that lead to negative reactions.

According to the provisions of Decree No. 70/2025/ND-CP, only "business households and individuals paying taxes under the contract method, with a revenue of VND1 billion/year or more, are required to deploy electronic invoices generated from cash registers.

The tax authority also clearly explained that it does not include in tax revenue transfers and receipts between individuals if those fees are not related to transactions of buying and selling goods, arising tax obligations.

Regulations on the use of electronic invoices and tax declaration are to make business operations transparent, combat trade fraud, combat smuggled goods, counterfeit goods, goods of unknown origin.

For a long time, the market has been flooded with counterfeit goods, counterfeit goods are surrounded by goods, and these goods are eliminated to protect consumers.
