Mr. Nguyen Thanh Ha - Vice Chairman of Khanh Hoa Provincial People's Committee - frankly said: "The quality of human resources today has not kept up with the development speed and requirements of new economic sectors".

In fact, there is a "dismatch" between training and the needs of the labor market.

"Khanh Hoa does not avoid those limitations.We see this as a "bottleneck" that needs to be removed soon if we want to move to a growth model based on knowledge, technology and innovation," Mr. Ha emphasized.

And one of the ways to solve it is to "lay a red carpet" to welcome talent.

Universities in Khanh Hoa proposed that localities support funding for applied research, and at the same time expand training in key industries such as maritime engineering, logistics, seaport management, AI in tourism and digital business.

But inviting capable people is one thing, keeping them is another.

Keep by assigning a worthy job and the person assigned has professional initiative, has the opportunity to create products.

Money can bring one person, the environment can keep the person behind.

Therefore, to attract talent, it is necessary to simultaneously create an ecosystem for them to develop their abilities, a transparent recruitment mechanism, delegation of power according to capacity, and evaluation by products and results instead of formality.

Not to mention, it is necessary to connect with businesses, universities, and research institutes; create conditions for research to reach practical application.

Khanh Hoa's policy is very worthy of support, but the one-time support should only be considered an "initial boost", not the entire talent policy.

Khanh Hoa is facing great opportunities as science and technology, innovation and digital transformation are increasingly becoming development drivers.

The locality is also aiming to improve the quality of grassroots cadres and civil servants, towards modern governance and better serving the people.

However, the selection criteria must be substantive and public; policy beneficiaries must have specific commitments and products; avoid turning talent attraction policies into allocation of incentives based on qualifications.

The professor received 1.5 billion VND but had to create a much greater value than that support for the locality.

It is not a bargaining between the state and talented people, but a social contract. Localities create conditions for talented people to contribute, while talented people must turn knowledge into results to serve development.

Khanh Hoa can compete with attractive support levels, but to win in the competition for high-quality human resources, it is necessary to be attractive with both work, environment, promotion opportunities and conditions to turn ideas into reality.
