A representative of the Thua Thien - Hue Provincial Lottery Company said that the refusal to pay the special prize winning ticket of 2 billion VND was based on the provisions of Circular No. 75/2013/TT-BTC, the lottery ticket "had shrunk, partially deformed and torn off the lower right corner of the number series, missing the base of the unit digit (the torn part was no longer there), there was not enough basis to determine the original shape, the torn position affected the factors to determine the prize.
However, Circular 75 also stipulates: "In case, due to objective reasons, the winning lottery ticket is torn apart but there is still enough basis to determine the original shape and authenticity of the ticket... then the lottery company will organize an examination and verification and decide on the prize payment".
The lottery ticket was torn but the numbers were still clearly readable. The owner of the lottery ticket spent money to have the ticket appraised to see if it was real or fake. To date, the Lottery Company has not made the appraisal results public.
Lottery tickets issued by Thua Thien - Hue Province Lottery Company, checking whether the tickets are real or fake is very simple, the appraisal results are available, so just make them public, there is nothing to hide.
The owner of the lottery ticket asserted that he bought a real lottery ticket. If he had forged the winning ticket, he would have been sued by the Lottery Company. This is very reasonable. If the appraisal result shows that the ticket is fake, the Thua Thien - Hue Lottery Company will not "forgive" the "criminal".
The owner of the lottery ticket that won the special prize of 2 billion VND confirmed that he has filed a lawsuit with the People's Court of Thua Thien - Hue to claim his rights. Hopefully, the court will judge fairly. If the owner of the lottery ticket really won, and did not commit fraud or forgery, then paying the prize is ethical and legal.
As for the owner of the counterfeit lottery ticket, the authorities will handle it according to the law.
To set a precedent for the court as well as the management agencies to refer to, Mr. Ta Van Son - former director of Da Nang Lottery and Printing Services One Member Co., Ltd. informed the press that the company once paid a prize for a special prize winner but the lottery ticket was torn into many pieces and had to be re-attached with tape. However, after appraisal, the company paid the prize because it was a real lottery ticket.
I would like to ask Thua Thien - Hue Lottery Company, is the 2 billion VND winning lottery ticket of a resident in Quang Nam real or fake? Please tell me the truth.
