The Government Office has just issued Document No. 6408/VPCP-QHDP dated July 10, 2025, conveying the opinion of Deputy Prime Minister Le Thanh Long on the implementation of the General Secretary's conclusion at the working session with the Standing Committee of Kien Giang Provincial Party Committee and the Standing Committee of An Giang Provincial Party Committee.
Regarding the mechanism and policies for the development of Phu Quoc (Phu Quoc Special Zone), the Deputy Prime Minister assigned the Ministry of Home Affairs to preside over and coordinate with relevant ministries and agencies to study and handle recommendations on the development policy of "Project regulating the functions, tasks, powers, and organization of the government apparatus of Phu Quoc Special Zone in An Giang province".
The Ministry of Finance shall preside over and coordinate with relevant ministries and agencies to study and handle the following recommendations: Regarding the policy of developing and promulgating "Special mechanisms and policies for the development of Phu Quoc Special Zone"; Regarding allowing Vietnamese people to play online casino after the pilot period in Phu Quoc.
Regarding investment in infrastructure for socio-economic development, the Deputy Prime Minister assigned the Ministry of Finance to preside over and coordinate with relevant ministries and agencies to study and handle recommendations on considering balancing the central budget to support investment in key projects.
The projects include: Tan Chau - Hong Ngu Bridge construction project; The route connecting from the starting point of Chau Doc - Can Tho - Soc Trang expressway to Tinh Bien Border Gate and the starting point of the expressway to the starting point of National Highway 91C to Khanh Binh border gate; The National Highway 91 bypass route through Cai Dau - Vinh Thanh Trung urban area; Construction of the regional link road - Ton Duc Thang bridge (connecting Long Xuyen city with Cho Moi district via My Hoa Hung canal);
Invest in the 956 provincial road project and upgrade and expand the 950 provincial road and the section connecting National Highway 110 of Kandal province, Kingdom of Cambodia; Accelerate investment in expressways connecting Ho Chi Minh City with provinces, Mekong Delta and An Giang province.
At the same time, study and handle recommendations on supporting the final settlement of existing problems and problems in inspection and examination conclusions related to land, construction, investment projects, etc., applied according to Resolution No. 170/2024/QH15.
The Deputy Prime Minister also assigned the Ministry of Finance to preside over and coordinate with relevant ministries and agencies to study and handle recommendations on guidance and support for mechanisms, policies and procedures for implementing projects on schedule to serve the APEC 2027 Conference, promptly resolving difficulties and problems, if exceeding the authority to report to the Prime Minister; promptly promulgate specific and outstanding mechanisms and policies for regions related to planning, budget finance, taxes, land, construction, resource management, and border economy to ensure sustainable development of the Mekong Delta.
Regarding the investment in the Rach Gia - Bac Lieu expressway section, the Deputy Prime Minister assigned the People's Committee of An Giang province to mobilize local resources and resources from the private sector.
The Ministry of Construction closely coordinates with the Province during the implementation process, reporting to the Prime Minister for approval of investment earlier than the Road Network Planning for the period 2021-2025, with a vision to 2050.
Regarding the investment in National Highway 80C in An Giang province, the People's Committee of An Giang province shall invest, manage, use and exploit National Highway 80C according to the authority prescribed in the Road Law and Decree No. 165/2024/ND-CP.
