The above proposal was made at the Conference to announce the Project to adjust the general planning of Ho Chi Minh City to 2040, with a vision to 2060 held on June 25.
Chairman Nguyen Van Duoc requested departments, branches, especially the Department of Construction and ward and commune authorities in the 2-level government system that is about to operate, to quickly implement zoning plans and detailed plans as a legal basis for management and investment attraction.
Based on the detailed planning, Mr. Nguyen Van Duoc suggested that authorities at all levels not let people apply for construction permits, but only register for construction - according to the direction of the Prime Minister.
Currently, in Ho Chi Minh City, there are about 360 areas with about 55,000 lots and plots eligible for exemption from construction permits.
For areas that are eligible for exemption from construction permits, it is necessary to provide guidance for people to properly carry out construction registration procedures.
When implementing the removal of construction permits, people will not be burdened with the same procedures as before. However, for functional units of the government, it is necessary to strengthen construction supervision and prevent violations in construction.
People must also be aware of complying with construction regulations, not having to abandon the license to build arbitrarily, doing whatever they want, beyond the detailed planning. Not to mention, there are other violations such as the construction causing unsafety, causing environmental pollution, causing noise affecting residential areas.
To ensure people comply properly, the management agency must have strict regulations. In addition to detailed 1/500 planning, there must be urban design, construction height, ground clearance, sidewalks and other regulations on environmental protection and construction safety.
A limitation of Vietnamese urban areas today is architectural aesthetics, so they are oriented towards overall designs and color regulations, to ensure aesthetic harmony in urban space.
People do not apply for a construction permit, but the government must check to handle the dispute. There are many cases of construction encroaching on other people's land, even building on other people's land or having incomplete land use right documents. In these cases, the authorities must prevent and take measures to handle them.
Abolish procedures to create favorable conditions for people in building houses but must tighten management. For cases of intentional violations, they must be resolutely enforced to be dismantled. Do not let the preservation, receipt of money and then ignore violations in construction as has happened.
