The local government must manage in accordance with the planning announced today, and strictly comply with the zoning plans and detailed plans that are about to be implemented, Mr. Duoc emphasized.

Based on the detailed planning, Mr. Nguyen Van Duoc suggested that authorities at all levels not let people apply for construction permits, but only register for construction according to the direction of the Prime Minister. Ho Chi Minh City has issued a document assigning the Department of Construction to study and apply for implementation.
Currently, the Ho Chi Minh City Department of Construction is coordinating with the People's Committees of districts, towns and Thu Duc City to review and make a list of areas eligible for exemption from construction permits.
These are areas that have detailed planning at a scale of 1/500 and fully meet technical and legal conditions according to regulations. At that time, people do not need to ask for construction permits but only need to announce the start of construction.
However, the Ho Chi Minh City Department of Construction noted that removing the construction permit requirement also raises a new management problem. Functional units need to coordinate closely in supervising construction, handling disputes and updating assets after the project is completed.
Through the review, there are currently about 360 areas in Ho Chi Minh City with about 55,000 lots and plots eligible for exemption from construction permits.
Currently, the Ho Chi Minh City Department of Construction is urgently collecting opinions from localities on the list of areas eligible for construction permit exemption, to be completed before July 1 for synthesis, reporting and submission to the Ho Chi Minh City People's Committee for consideration and decision.
