Specifically, Resolution 02-NQ/TW dated June 12, 2021 of the Politburo "On innovation of organization and operation of Vietnam Trade Union in the new situation" clearly states to build strong enough financial resources to perform well the functions and tasks of the Trade Union organization, emphasizing: "Maintain existing resources; collect trade union fees and encourage the socialization of resources for trade unions to perform well the assigned tasks".
Caring, along with protecting the legitimate rights and interests of union members and workers, are two pillars of trade union activities. However, caring is not just about encouraging the spirit and sharing with words, but also requires financial resources. And union fees have long been almost the only resource for trade unions to carry out their responsibility of caring, which has been practically proven and effective in practice.
The 2% union fee is calculated on the salary fund participating in social insurance to be allocated to production costs. The employer is responsible for paying to the union organization to ensure that the union fulfills its responsibility of taking care of employees, while ensuring the role of the union in building harmonious, stable, progressive labor relations, propagating and mobilizing employees to perform well their production, business and work tasks, contributing to the stability and development of agencies, units and enterprises.
When the Trade Union at all levels has strong enough resources from the stable and guaranteed collection of union dues, the work of caring for the material and spiritual life of union members and employees as well as building harmonious, stable, progressive labor relations in each enterprise will certainly be carried out better and more effectively.
And that is the fundamental financial resource for the Trade Union to grow stronger and stronger in attracting a large number of workers to join the organization, while creating trust, support, and strong emotional ties for workers to stay with them!
From the union's financial resources, models of caring for union members and workers continue to be developed and improved, bearing the strong imprint of the union organization such as "Tet Reunion", "Worker's Month", "Union Shelter" spreading strongly and deeply to the grassroots.
In the past 5 years, more than 30 million workers and employees have been taken care of under the “Tet Reunion” program with a total amount of nearly 28,000 billion VND. The Workers’ Month, implemented together with the Month of Action on Occupational Safety and Health, has visited, encouraged, and given gifts to more than 3.8 million workers and employees in difficult circumstances, workers who have suffered from work-related accidents, occupational diseases, and serious illnesses; with a total amount of thousands of billion VND.
