History has proven: The Party, the young government and all the people of Vietnam have excellently fulfilled that oath to uphold the freedom and independence of the country.
80 years later, on September 2, 2025, in a speech read at Ba Dinh Square, General Secretary To Lam continued to affirm: There is no obstacle, no reason to prevent us from reaching peace, prosperity, our nation lasts and develops.
Looking forward, our Party sets a goal that by 2045, the 100th anniversary of the founding of the country, Vietnam will be a strong, prosperous and happy nation. That is the aspiration of the entire nation, an honorary oath before History, before the People.
In the development journey, Vietnam is entering a decisive stage: Realizing the aspiration to become a developed, high-income country by 2045 - the 100th anniversary of the founding of the country. This is not only an economic goal but also the ideal to build a strong, prosperous and happy country.
After nearly 40 years of Doi Moi, Vietnam has achieved many achievements: The scale of the economy in 2025 is estimated at more than 510 billion USD, ranking 32nd in the world; the poverty rate has decreased to 2%, the human development index (HDI) remains at a high level.
Notably, Vietnam has risen and is currently very close to becoming a country with a high average income. According to the World Bank's classification in July 2025, the middle-income country with an average national income per capita is 4,496 USD, in 2024 Vietnam will reach 4,490 USD/person and is expected to reach over 5,000 USD/person in 2025, Thus Vietnam will join the middle-income country, 5 years earlier than the plan and target set by the 13th National Party Congress.
However, to achieve the goal of becoming a developed country and a high-income country by 2045, there is still a lot of work to be done. There are 20 years left to show efforts and we need to start right now.
The biggest challenge is to overcome the middle-income trap. International experience shows that many countries have reached the average level but have been behind for decades. The main reason is dependence on cheap labor, exploitation of resources without reaching for high technology, innovation.
Vietnam has made clear changes to carry out this "overcoming the trap" with the Politburo's pillar Resolutions such as Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation; Resolution No. 59-NQ/TW on international integration in the new situation; Resolution No. 66-NQ/TW on innovation in law-making and enforcement to meet the requirements of national development in the new era; Resolution No. 68-NQ/TW on private economic development. Most recently, Resolution 71-NQ/TW on breakthroughs in education and training development.
To realize the aspiration of 2045, Vietnam relies on three pillars: First, on humanity by improving the quality of education, training high-quality human resources, building a lifelong learning society. Second is science and technology with the mastery of cutting-edge fields such as AI, semiconductors, green energy, biotechnology. Third is international integration when proactive and creative in integrating and taking advantage of free trade agreements, but ensuring independence and self-reliance.
The ultimate goal is not only high income, but also improving the quality of life and happiness of the people. A strong country must ensure social security, narrow the gap between rich and poor, build an advanced culture, maintain sovereignty and promote the strength of national unity.
Yesterday, with the optimistic and exciting atmosphere of the 80th Anniversary of the Socialist Republic of Vietnam, every Vietnamese person was filled with confidence in the country after 20 years, by 2045, Vietnam will not only be rich in economy but also strong in culture, society, security - defense, with people living in a healthy environment, longevity, good education and fair development opportunities.
nothing can stop us from fulfilling the aspirations of the entire nation, fulfilling our oath of honor before History, before the People.
