By maintaining a 2% union budget, of which more than 75% is left for grassroots unions, it will help grassroots levels ensure resources to care for and better care for union members and workers.
At the same time, it also ensures the role of the trade union in building harmonious, stable, progressive labor relations, propagating and mobilizing workers to perform well in production, business and work tasks, contributing to the stability and development of agencies, units and enterprises. Especially in the coming context, other labor organizations may appear in enterprises.
This also aims to concretize the policy of the Politburo in Resolution No. 02-NQ/TW which is “…Maintaining existing resources; collecting union dues and encouraging the socialization of resources so that unions can perform their assigned tasks well”.
Also related to the 2% fee, the revised Trade Union Law has added a very notable provision that enterprises are considered for exemption, reduction or temporary suspension of trade union fees in case the enterprise encounters difficulties due to natural disasters, fires, epidemics and has to temporarily suspend production and business, leading to the inability to pay trade union fees.
This is a reasonable regulation, emphasizing the support of the Trade Union organization as well as union members and employees for businesses, which is expected and supported by the business community.
When businesses should be made, trade unions will support workers to negotiate to improve the policies in the collective labor agreement.
One of the main activities of the Trade Union is to take care of and protect the legitimate rights and interests of workers. However, another major activity, which is equally important, is to accompany businesses.
Accompanying, not only by temporarily stopping collecting union fees when businesses are in difficulty, but also by launching emulation movements, mobilizing workers to share difficulties with businesses, comply with regulations, policies... to ensure harmonious labor relations.
Maintaining the 2% union fund source plus considering exemption, reduction or suspension of union fund payment for businesses not only helps the Union organization to better care for and protect workers but also demonstrates humanity in policy towards the business community!
