It is undeniable that in many places, operational efficiency is sometimes still seen through very beautiful figures in reports and there is a discrepancy with reality.

Therefore, the message "taking the People as the center" will not have much meaning if it is only limited to documents or slogans. Hopefully after this Congress, requirements such as "listen to the people", "put the People at the center", "measure efficiency by the people's satisfaction"... will become a new way of operating the apparatus with being closer to the people, more dialogue, faster response and more substantive problem-solving.
When people feel that they are being listened to, respected and their legitimate rights are protected, social trust will be sustainably nurtured. And that is also the most important foundation to create consensus, solidarity and development momentum for the country in the new period.
