These are not only instructions in a specific Party Congress but also guidelines for Party activities in the current context, when social issues are requiring a strong change in leadership thinking, in order to improve the operational efficiency of the political system, associated with the goal of national development and improving people's lives.
In the context of globalization and the continuous development of digital technology, the Party's leadership methods also need to be innovated to meet practical needs. The Party has taken decisions to restructure the organization and rearrange the apparatus to suit new requirements.
Speaking at the Congress, General Secretary To Lam emphasized: I suggest that the Congress discuss it carefully and thoroughly. Only through targets that we are sure can be achieved and done well. The target is small but clear, measurable, and spreadable. The Resolution of the Party Committee of the Fatherland Front, Central organizations are not copies of the Draft Resolution of the 14th Congress; must have the identity of the Front, characteristic of the great national unity bloc, easy to remember - easy to do - easy to check. Do not let the Resolution be "beautiful on paper". The Resolution must let everyone know what to do tomorrow, next week, and the third quarter.
Don't let the Resolution "be beautiful on paper". That is not only a requirement, but also a political order in the current context.
In September 2024, in the article "Continuing to strongly innovate the Party's leadership and governance methods, an urgent requirement of the new revolutionary stage", General Secretary To Lam raised the issue of strongly innovating the promulgation and dissemination and implementation of the Party's resolutions. Accordingly, the General Secretary requested: The resolutions of Party committees and organizations at all levels must be concise, concise, easy to understand, easy to remember, easy to absorb, easy to implement; must correctly identify and accurately the requirements, tasks, routes, and development methods of the country, the nation, each locality, each ministry and branch; must have a vision, scientificity, practicality, practicality and feasibility; create excitement, trust, expectations and motivation to encourage cadres, Party members, economic sectors, businesses and people to implement the Party's resolutions. The dissemination and implementation of the resolution must create self-awareness and self-absorption, especially new viewpoints, policies and solutions. This is a core issue for the Resolutions to "not only be beautiful on paper" but to be quickly and urgently institutionalized and implemented in real life.
In the vibrant atmosphere of the Party Congresses at all levels, towards the 14th National Congress of the Party, the requirements for innovation in leadership methods, including innovating the implementation of Resolutions right after the Congress, will create a strong spread in the Party, creating motivation for organizations and individuals to do so together.
As General Secretary To Lam said when speaking at the Congress of the Vietnam Fatherland Front Party Committee and Central organizations: "What I want most in this term is to clearly see the change at the grassroots level: fewer meetings; more work and action; fewer slogans, more results; fewer procedures, more smiles from the people".
