At the regular Government press conference in October 2024 held on the afternoon of November 9, the press raised questions related to the difficulties of the project of the second facility of two major hospitals, Bach Mai and Viet Duc.
Minister and Head of the Government Office Tran Van Son said that in the Government meeting that morning, the Prime Minister requested that within the next 6 months, the Ministry of Health must complete the second facility of these two hospitals and put them into use with great determination.
People were very excited to hear this news, because the second facility of Viet Duc Hospital and Bach Mai Hospital in Phu Ly City - Ha Nam started construction at the end of 2014, expected to be completed in 2017, but until now it is still just a concrete block exposed to the sky and earth. The completed construction items are degraded, looking at the damaged assets makes people anxious and heartbroken.
There have been many considerations, studies, instructions, promises, and many press reports, but year after year, these two facilities still cannot be put into operation. This is a huge waste, not only of assets, but also of the lost opportunity for treatment for many patients.
Bach Mai and Viet Duc hospitals in Ha Nam are closed, but patients have to squeeze into other overloaded hospitals for examination. This is unacceptable and has existed for many years.
Stuck in regulations? Regulations are made by people, so there must be a way to resolve them, we cannot blame the regulations. Regarding delayed projects, speaking at the National Assembly's group discussion session on the afternoon of October 26, General Secretary To Lam commented: "Whose fault is it? It's just us, why do we keep making things difficult for ourselves when we see problems? Solve them as difficult as possible, look at each one and resolve them. What kind of regulations are there that even the State can't do, how can businesses do them?"
Up to now, the Prime Minister has issued an "ultimatum", the Ministry of Health must definitely complete it, it cannot be delayed another day.
To complete this, the heads of relevant agencies, especially the Ministry of Health, must establish a "military order"; if any individual fails to complete the work within their responsibilities, they must receive disciplinary action.
From the two hospital projects mentioned above, all abandoned projects in localities must be resolved and completed as soon as possible. Fighting waste is not just about words but about drastic actions.
