From relief to organized reconstruction

In addition to the new houses that are gradually taking shape after the storm and flood, what remains from this "Quang Trung Campaign" is also an important change in the way of responding to natural disasters: From relief to organized, planned reconstruction and long-term responsibility for people's lives.

For many years, every time a natural disaster occurs, the familiar reflex of society has always been a priority to solve the immediate situation, by fighting hunger, cold, and providing emergency support to people in affected areas.

The story of rebuilding a house swept away by storms and floods and collapsed is often part of the long-term plan. Or the timely intervention of social charitable organizations - such as the Golden Heart Social and Cultural Fund supporting the construction of an entire village in Da Nang after the 2006 storm season.

This time, Quang Trung Campaign shows a different way of doing things. Housing after storms and floods is no longer considered a private matter of each locality, but has become a common matter of the Government, ministries, branches and localities with clear roadmap, criteria and deadline.

The most notable point is that authorities at all levels not only call for support, but directly participate in the stage of land recovery, site leveling, and assigning specific responsibilities to each agency and each force. When each house has a "responsible address", the spirit of speed is no longer a slogan, but becomes a specific action, can be counted and supervised.

Another new feature of the Quang Trung Campaign is the synchronous coordination between many forces in the same common design. The army, police, youth union members, the Front, grassroots authorities... do not operate disjointedly or in a movement, but complement each other in clear roles.

There are forces to take care of the site, there are construction forces, there are mass mobilization forces, and there are forces to monitor progress. It is this joint that creates synthetic strength, helping the work run quickly without chaos, urgency but still firmness.

In particular, the houses under construction are not only to replace what is lost.The application of the "3 hard" criteria, choosing safer locations, calculating to future extreme rainy seasons shows the thinking of preventing natural disasters.
This is a necessary shift in the context of increasingly severe climate change, when storms and floods are no longer unusual events but have become a constant risk.

The "3 hard" from new houses built from the "Quang Trung Campaign" in areas heavily damaged by recent floods also has the meaning of restoring confidence for people. Trust is not left behind and from here, they will be able to feel secure in clinging to the land, protecting the village, living in houses that are no longer shaken by heavy rain and strong winds.

When the "Quang Trung Campaign" becomes a process and action scenario ready to be activated when storms and floods occur, reconstruction after natural disasters will no longer be passive.
