The Circular stipulates that no extra classes are organized for primary school students, except in the following cases: Arts, sports, and life skills training.
Very supportive, primary school students have no reason to take extra classes, but they must have access to arts, sports, especially life skills training. Every year in Vietnam, about 2,000 children drown, many of which are due to lack of swimming skills.
But may I ask, are the enrichment activities in arts, sports, and life skills paid or free? If so, what are the regulations? Are students forced to participate or do they depend on their needs?
3 subjects are eligible for extra classes at school, including students whose final semester's study results are not satisfactory; students selected by the school to train excellent students; final year students who voluntarily register for entrance exam review and graduation exam review according to the school's education plan.
The regulation is very appropriate, because not all students have the same learning ability, some students have weak academic performance and need support. Nurturing excellent students and reviewing for graduation exams are necessary activities. Not to mention, many students have the need to study at a higher level to participate in national and international competitions and hunt for scholarships.
Of course, tutoring in schools is the responsibility of the school, providing facilities, arranging class schedules, assigning teachers to teach classes, and students can study for free.
The new circular stipulates that teachers who are teaching at schools are not allowed to teach extra classes outside of school for money from students that the teacher is assigned to teach by the school according to the school's educational plan.
Support this regulation, to avoid teachers forcing their students to take extra classes outside of school.
Schools cannot manage extra teaching and learning activities outside, but must manage their teachers in complying with regulations on extra teaching and learning.
There is a regulation that needs to be clarified, which is that teachers at public schools are not allowed to participate in managing and operating extra-curricular teaching but can participate in extra-curricular teaching.
The question is, if at the facility where the teacher is tutoring, there are students that the teacher is assigned to teach at school, is there a violation?
We believe that most teachers are good and willing to comply with the law. But in reality, there will be violators. How will we handle them?
Article 16 of Circular 29's provisions on "Handling violations" are still very general, making it difficult to handle violations.
