The printing house debt of more than 1 billion VND must be resolved when subordinates cannot repay

After the Chairman of Lao Cai province issued an official dispatch on handling information about the debt to print money for business households, relevant units took action.

Some units in Bao Yen district have issued working minutes, informing about the outcome of the debt between the printing shop and the communes and departments.

As a result, no one was responsible for paying the debt to Ms. Tran Thi Tam - the business owner.

The Department of Agriculture and Environment of Bao Yen district believes that there is no legal basis for the department to be able to pay according to the store's debt book. The debt book involves many individuals, collectives of leaders, and civil servants of the two agencies from many previous terms. The department currently has no resources to pay.

Those who are still working relatedly and have a confirmation of their signature to receive the goods must pay the individual payment. But for retirees, it is recommended that the store work directly to resolve the issue.

It is difficult for Mrs. Tam, those who have retired do not know where to find them. Not to mention, if they found any insurance they were willing to pay, they said it was an expense of the agency, not their personal expense.

Similarly, Mr. Nguyen Khanh Thien - Chairman of Yen Son Commune People's Committee said that up to this point, the commune budget does not have to pay for budget debts from 2018 onwards, suggesting that shop owners contact individuals related to the above debts and not related to the commune People's Committee.

Regarding the printing factory debt, the Chairman of Lao Cai Provincial People's Committee assigned the Secretary of Bao Yen District Party Committee to direct the District People's Committee to review and resolve the remaining debts and other outstanding debts (if any) at agencies and units in the district before June 30, 2025.

The deadline for the "ultimatum" of the Chairman of Lao Cai province is only 2 days but the case is at a standstill.

The managers of the current units have their rights, they do not pay because they do not owe, those debts are the responsibility of the previous leaders.

Regarding budget spending regulations, there is no source to repay those debts.

But it is true that Bao Yen district units owe printing money to business households, if they do not pay, the people will suffer, so it is not true and unfair to the people.

After two more days of stopping the operation of the district level, the old units also had changes due to arrangement and merger. Ms. Tran Thi Tam's debt collection story is even more hopeless.

All are left to rely on the responsibility of the Chairman of Lao Cai province. With his position, the Chairman can find a way to solve the problem so that people do not suffer.
