That is one of the regulations in Decree No. 147/2024/ND-CP regulating the management, provision and use of Internet services and information on the network.
According to the provisions of Point e, Clause 3, Article 23; Point b, Clause 3, Article 27 of Decree 147/2024/ND-CP, verifying accounts of social network service users using mobile phone numbers in Vietnam.
In case the user does not have a mobile phone number in Vietnam, the foreign organization or individual providing social networking services will authenticate the account using a personal identification number.
Account authentication will help control users, prevent fraud, and protect privacy. Users are protected, but also responsible for the content they provide. Such regulations will limit cyber mobbing, slander, and bullying on social networks.
Another positive point of authentication is that people who want to create virtual, anonymous accounts to do shady things are not easy to do because they are easily traced and detected.
Up to now, many people have taken advantage of social networks to spread false information, affecting the rights of individuals, organizations, and businesses. Victims do not know who to complain to, and cannot ask the attackers to remove the information. When the account is verified, the management agency will identify the violator for handling.
Furthermore, there have been many cases where users were locked out of Facebook not because they violated the law but because they were attacked by bad guys.
In the article "The black hands manipulating Facebook" published on December 13, 2024, Lao Dong Newspaper reported on the hired reporting groups, often called "RIP nick", continuously selling services: Deleting posts, locking personal accounts, crashing fanpages. Customers only need to provide the target link, pay a sum of money, the reporting group will take care of the rest. When the "report storm" hits, Facebook's system, which relies heavily on algorithms and community reports, will consider temporarily locking or disabling accounts and posts first, then checking later. This is the loophole that reporting groups exploit.
Therefore, the account verification regulation will limit the "RIP nick" who specializes in providing services to attack personal accounts and crash fanpages. It is not easy for "hired" service companies to create a "report storm". In case an account is temporarily locked, it can be easily restored when there is enough verification information.
Decree 147 coming into effect will help create a healthy social network space, ensure users are safe and behave more responsibly.
