Vietnam has also entered that strong flow with positive changes, although not yet at the "top" of technological progress, but not pushed back. In the process of integration into the 4.0 technology era, Vietnam has set a new stage, combining the strength of the country and the strength of the era to develop. That stage is the era of the country's rise, through drastic actions, creating strong movements to achieve great achievements.
The era of rising up is not a distant aspiration, but taking action to create real values, people receive those values through changes in the economic, cultural and social fields. The changes achieved in daily life are delicious food, beautiful clothes, walking on a modern and safe path, enjoying high and healthy administrative quality, a rich and prosperous country, a clean and beautiful natural environment.
Every Vietnamese must have faith in successfully building an era of self-improvement with intelligence, good qualities, strong spirit and arousing national pride. The immediate goal is that by 2030, Vietnam will become a developing country with modern industry and high average income.
To achieve strategic goals, it is necessary to successfully carry out extremely important tasks, which are to remove institutional, infrastructure and human resource bottlenecks. To say that removing bottlenecks means getting started immediately, one of the decisive "tasks" is to streamline the apparatus, and a series of tasks are being deployed, from the central to local levels. The merger of Party committees, National Assembly agencies, ministries and branches of the Government will create a breakthrough, a strong transformation in the political system, from which the "bottlenecks" as seen can be removed.
Streamlining is not just about cutting and merging, but also about redesigning the system to operate effectively and especially selecting cadres with good expertise, good public ethics, and a spirit of service. A team of cadres with high qualifications and qualities is the "soul" of all reforms, the source of intelligence to create policies, and the main driving force to operate the administrative apparatus. The country does not lack talented, virtuous, well-trained people. We only need to exploit this "source of vitality" and great things will be accomplished.
The country's rise must go hand in hand with and keep up with the rapid changes of the times, in which digital transformation is a need, a requirement and an essential tool for development. Smart Vietnamese people will certainly not only keep up with modern applications and technologies, but also create Vietnamese branded products. To "rise", one must be creative, must have technology applications that are among the top and must have confidence that Vietnam can do it. To have intellectual products, it is necessary to have a legal framework as a foundation, not to hinder but to create space for creativity with the most favorable and progressive conditions.
Building an era of advancement requires eliminating everything that is backward, conservative and holds back. Streamlining the apparatus to select the elite, the elite will create "refined" products and when "refined" there will be no waste. Using the nation's talents is not wasteful, those people will not waste the country's resources and time.
There is still much to do, but the immediate future is 2025, we must definitely complete the set plans, which is to merge and streamline the apparatus, there can be no delay. Regarding transport infrastructure, complete 3,000km of expressways, over 1,000km of coastal roads. In particular, the Long Thanh airport project must be completed before December 31, 2025, to be put into operation before February 28, 2026. Complete on time or ahead of schedule, but must ensure savings and quality. Things like delays, capital overruns, waste, and embezzlement cannot exist in the era of growth.
