Dear General Secretary, in the excited and proud atmosphere of welcoming the new Spring, which is also the occasion to celebrate the 95th anniversary of the founding of the glorious Communist Party of Vietnam, could you please share the advantages and opportunities to bring the country into a new era, an era of national growth?
- After nearly 95 years under the leadership of the Party, the Vietnamese people have created historical miracles, going through the era of fighting for national independence and building socialism (1930 - 1975); the era of national unification and innovation (1975 - 2025). And now, we are entering the era of national growth, starting with a major event - the 14th National Party Congress.
The previous era creates the premise for the next era, the next era inherits and develops the achievements of the previous era, making national independence and socialism increasingly blend and develop continuously. The Party's will blends with the people's heart and aspiration to bring the country forward into a new era.
The era of national development is the era of breakthrough and acceleration under the leadership of the Party, successfully building a socialist Vietnam that is rich, strong, democratic, fair, civilized, prosperous and happy; catching up with, advancing together and standing shoulder to shoulder with the world powers. The top priority in the new era is to successfully implement the strategic goals by 2030, Vietnam will become a developing country with modern industry and high average income; by 2045 it will become a developed socialist country with high income; all people will be comprehensively developed, have a prosperous, free, happy and civilized life.
The beginning of a new era was the 14th National Party Congress, when we successfully completed the renovation process after 40 years of persistent work and innovation and achieved great achievements. From a poor, backward, low-level, besieged and embargoed country, Vietnam has become a developing country with average income, deeply and widely integrated into world politics, the global economy, and human civilization, taking on many important international responsibilities, and promoting an active role in many important multilateral organizations and forums. Independence, sovereignty, unity and territorial integrity are maintained; national and ethnic interests are guaranteed. The size of the economy in 2023 is 96 times larger than in 1986.
Vietnam is in the group of 40 countries with the largest economies in the world, the top 20 economies in trade and foreign investment attraction; has diplomatic relations with 194 countries and territories across five continents; builds strategic cooperative partnerships, comprehensive strategic partnerships with all major powers in the world. The lives of 105 million people have improved significantly, the poverty rate has decreased sharply; the Millennium Development Goals have been completed early. Political, economic, cultural, social, scientific - technological, national defense and security potentials have been constantly enhanced.
From now until 2030 is the most important period to establish a new world order, this is also the period, strategic opportunity, the sprint stage of the Vietnamese revolution to achieve the 100-year strategic goal under the leadership of the Party, creating a solid foundation to achieve the goal of 100 years of national founding. The important thing is that we maximize the strength of great national unity, the efforts and high determination of the entire Party, the entire people, the entire army and the entire political system to join together, realizing the aspiration to develop a prosperous and happy country.
The country is facing a new historical moment, posing urgent requirements for strong innovation in the Party's leadership methods. Could you please tell us about the key tasks to continue to improve the Party's leadership and governance capacity, ensuring that our Party is the great helmsman, leading our nation forward strongly?
- In the process of leading the Revolution, our Party has constantly researched, developed, supplemented, and perfected leadership methods and improved leadership and governing capacity. The country is facing a new historical moment, posing an urgent need to strongly innovate leadership methods and improve the Party's leadership and governing capacity to help our nation continue to move forward strongly.
First of all, we need to unify our perception and creatively implement the Party's leadership and governance methods in the new situation, not loosening leadership and absolutely not making excuses to do things for us. This requires innovating and arranging the political system's apparatus to be lean, compact, strong - efficient, effective and efficient.
This is an urgent requirement that needs to be carried out urgently, strongly, thoroughly, scientifically, humanely, from top to bottom with the motto "The Central Government sets an example, the localities respond", with the spirit of "running and lining up at the same time"; "work must not be interrupted", "the new organizational model must be better and more effective than the old model"...
In particular, focusing on streamlining the apparatus and organizing Party agencies to truly be the intellectual core, the "general staff", the vanguard leading state agencies. The Party's advisory agencies must be truly streamlined; advisory staff must have good political qualities, good capacity, professional qualifications, and a high sense of responsibility. Working style and manners need to be strongly innovated towards professionalism, efficiency and must be "appropriate to the role, well-versed in the lesson".
To innovate the Party's leadership method, it is necessary to strongly innovate the issuance, dissemination and implementation of Party resolutions; build grassroots Party organizations and Party members who are truly "cells" of the Party. Resolutions of the Central Committee and Party committees and organizations at all levels must be concise, easy to understand, easy to remember, easy to absorb and easy to implement; must correctly and accurately identify the requirements, tasks and development paths of the country, of each locality, ministry and sector; must have a vision, be scientific and practical, practical and feasible; create excitement, trust, expectation and motivation to urge the actions of cadres, Party members, economic sectors, enterprises and people to implement.
In thoroughly grasping and implementing the Resolution, it is necessary to create self-awareness and self-absorption, especially of new viewpoints, policies and solutions; focus on building good Party cells, good Party members, improving the quality of Party cell activities associated with implementing the Party's resolutions, policies and guidelines.
In addition, inspection and supervision work needs to continue to be innovated, ensuring that the Party's resolutions are implemented in real life, and that the Party and State apparatus operate effectively and efficiently. Through inspection and supervision, new factors, good and creative practices can be discovered; at the same time, deviations and deviations must be promptly corrected and adjusted, and wrongdoings and violations of Party regulations and State laws must be prevented.
The Party needs to promote digital transformation in its activities, so that all work can be carried out more effectively, effectively serving the work of protecting internal politics and building a clean and strong Party.
Recently, the Politburo has completed the Central Steering Committee on preventing and combating corruption, waste and negativity. Could you please tell us how the work of preventing and combating waste needs to be implemented drastically and synchronously to continue building our Party to be strong, "ethical and civilized"?
- In reality, waste is quite common today, in many different forms, and has caused many serious consequences. The fight against waste is a fierce and complicated fight against "internal invaders", equivalent to the fight against corruption and negativity.
In response to the need to increase resources and mobilize people's strength for national construction and development, on October 29, 2024, the Politburo issued Decision No. 192-QD/TW to strengthen the Central Steering Committee on preventing and combating corruption, waste and negativity, which added the task of preventing and combating waste, focusing on preventing and combating waste in the management and use of public finance and public assets, moving towards the whole society having to practice thrift and combat waste. The requirement is to resolutely and synchronously implement the work of preventing and combating corruption, waste and negativity right from the local level.
In the coming time, it is necessary to focus on widespread propaganda, raising awareness and responsibility among cadres, party members and workers, first of all, setting an example for leaders at each agency and organization, in both the public and private sectors, about the meaning, importance and responsibility of practicing thrift and fighting waste.
The practice of thrift and the fight against waste must be clearly demonstrated through specific commitments, plans, and targets; it must be carried out regularly, thoroughly, and practically through campaigns and emulation movements that are vibrant and widespread throughout the entire Party, people, and army; and advanced examples in the practice of thrift and the fight against waste must be promptly commended, rewarded, and widely replicated.
In addition, it is necessary to perfect regulations and sanctions, and strictly handle individuals and groups whose actions and behaviors cause loss and waste of public assets, in the spirit of "handling one case to warn the whole region and the whole field"; it is necessary to focus on thoroughly resolving the causes leading to waste of public assets, natural resources, and resources, in order to focus on caring for the people and developing the country.
Building a culture of integrity, no corruption, waste, and negativity among cadres, party members, and people, spreading strongly in society, becoming a "voluntary" and "self-conscious" act like "daily food, water, and clothes". Encourage cadres, party members, and people to increase thrift practice, create a habit of valuing working time, money, state assets, and people's efforts. Strengthen the application of technology, digital transformation, administrative reform, effectively handle harassment and inconvenience for people and businesses, fight against "petty corruption", overcome the disease of "fear of responsibility", shirking, avoiding, fear of mistakes, not daring to do; do not take advantage of preventing and combating corruption, waste, and negativity to hinder development activities or for personal gain.
Party organizations and party members who do these things well help increase people's trust in the Party's leadership; resources and resources are used appropriately, contributing to creating sustainable development not only for the country but also for the world.
In 2025, there will be party congresses at all levels leading up to the 14th National Party Congress. In order to prepare well and conduct party congresses at all levels, what issues need to be noted, Mr. General Secretary?
- Party congresses at all levels for the 2025-2030 term are a broad political activity and the 14th National Party Congress will be an important milestone on the development path of our country and people.
To prepare for and conduct the Congress, we have two very important tasks: drafting documents to submit to the Congress and preparing personnel for the Congress, in accordance with the spirit of Directive No. 35-CT/TW dated June 14, 2024 of the Politburo. The documents of this Congress must be of real quality, a crystallization of the collective intelligence of the entire Party, the entire people, and the entire army, a basis for orientation for other documents, and a "light to guide" the work to be done during the Congress term and the following years.
In drafting documents, we continue to thoroughly grasp the guiding thoughts of the late General Secretary Nguyen Phu Trong, especially the three basic principles: Perseverance and innovation; inheritance and development; and a smooth combination of theory and practice, theoretical research, summarizing practice and policy orientation.
The content of the documents must be expressed in terms of viewpoints and policies; must summarize and clearly evaluate the results and achievements achieved during the 13th tenure and 40 years of innovation, along with the causes and lessons learned; especially clarify the results, new approaches, and foundations that have been built; discover and explore emerging policies, tasks, and solutions that have vitality from practice, from new factors of practice; policies and strategies that have been confirmed by reality to be correct, appropriate, or need to continue to be innovated, supplemented, and developed.
The Congress documents need to arouse the pride and trust of cadres, party members and people in the correct and wise line of the Party, in the goal and path to socialism that beloved Uncle Ho and our entire nation have chosen.
At each Congress, personnel work plays a very important role, is the "key" of the "key", so it must be carefully and cautiously prepared. The selected personnel must be truly exemplary, outstanding, have enough courage, qualities, intelligence, leadership capacity, professional qualifications, prestige among the people and the Party to solve strategic tasks; must have fighting spirit, high discipline, close attachment to the people, gather solidarity and unity within the entire Party and the entire people, worthy of leading the country in the new development stage. Therefore, the Congress preparation subcommittees need to continue to work urgently, with the highest sense of responsibility before the Party and the people to effectively carry out the tasks, contributing to the success of the Congress.
A new spring is coming, bringing with it new aspirations, beliefs and spirit. What message does the General Secretary have for our compatriots and soldiers nationwide, our overseas Vietnamese, as well as international friends?
- In 2025, our entire Party, people and army will strive to accelerate and soon reach the finish line to successfully implement the Resolution of the 13th National Party Congress, practically celebrating the 95th anniversary of the founding of the glorious Communist Party of Vietnam (February 3, 1930 - February 3, 2025); the 50th anniversary of the liberation of the South and national reunification (April 30, 1975 - April 30, 2025); the 135th anniversary of the birthday of beloved Uncle Ho (May 19, 1890 - May 19, 2025); the 80th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025)...
In the context of the world situation with many opportunities and advantages, but also with many difficulties and challenges, under the leadership of the Communist Party of Vietnam, based on the foundation of the great national unity, closely linking the Party's will with the people's will, promoting the spirit of "self-reliance, self-confidence, self-reliance, self-strengthening, national pride", the spirit of pure international solidarity as a driving force, Vietnam will certainly firmly enter the new era, the era of national growth, contributing more to peace, stability, cooperation and development in the region and the world, in accordance with the will of President Ho Chi Minh - that is "to build a peaceful, unified, independent, democratic and prosperous Vietnam, making a worthy contribution to the world revolutionary cause".
