Sending a question to the Government Electronic Information Portal, reader C.T.T.M asked: "I work in the new An Giang province, the place of initial registration for medical examination and treatment is the An Giang General Hospital (old).
May I ask, now that I have transferred to a new unit, do I have to transfer the initial examination site to Kien Giang General Hospital?
When the province is merged, An Giang General Hospital and Kien Giang General Hospital are at the same level, can I see and treat patients in these places or do I have to be transferred?
Regarding this issue, An Giang Provincial Social Insurance responded as follows:
According to the provisions of Clause 3, Article 22 of the Law amending and supplementing a number of articles of the Law on Health Insurance 2024:
"Those who register for initial health insurance examination and treatment at specialized and basic medical examination and treatment facilities, when examining and treating at a place other than the place of initial health insurance examination and treatment registration due to a change in temporary residence or place of stay, will be examined and treated at a basic medical examination and treatment facility in accordance with the new temporary residence or place of stay and will be paid by the health insurance fund according to the provisions of Clause 1 of this Article. The Minister of Health shall prescribe the procedures and cases of residence eligible for medical examination and treatment under health insurance prescribed in this clause".
The procedures for health insurance examination and treatment prescribed in Clause 3, Article 22 of the Law amending and supplementing a number of articles of the Law on Health Insurance are stipulated in Clause 4, Article 4 of Circular No. 01/2025/TT-BYT dated January 1, 2025 of the Minister of Health on detailed regulations and instructions for implementing a number of articles of the Law on Health Insurance, specifically:
"In case of changing the temporary residence, the health insurance participant must present to the health insurance examination and treatment facility one of the documents proving the information about the change of temporary residence, including the receipt of the temporary residence registration file or the notification from the competent authority to the temporary residence registration registration registration registration member about the updated temporary residence registration information or information about the temporary residence registration on the level 2 electronic identification account on the VNeID application".
Accordingly, in the case of Ms. M registering for initial medical examination and treatment at An Giang General Hospital, if she wanted to go for medical examination and treatment at Kien Giang General Hospital, she still needed to change the place of initial medical examination and treatment registration to Kien Giang General Hospital.
However, Kien Giang General Hospital is a specialized medical examination and treatment facility, to be eligible for initial registration for medical examination and treatment, health insurance participants must be subjects specified in Clause 3, Article 7 of Circular No. 01/2025/TT-BYT.
Or she can go to a basic care facility near where she registered for temporary residence and submit procedures according to the provisions of Clause 4, Article 4 of Circular No. 01/2025/TT-BYT. If she is beyond her treatment capacity, the basic care facility will transfer her to a higher level so that she can continue to be examined and treated.
The levels of benefits and benefits are stipulated in Clause 4, Article 22 of the Law on Health Insurance.
