On-duty allowances increase nearly 3 times
The Ministry of Justice has just announced the appraisal dossier of the draft decree regulating a number of special allowance regimes for civil servants, public employees, workers and armed forces in public health facilities, along with the anti-epidemic allowance regime and support for health workers in villages, residential groups, and midwives in villages.
The draft was developed by the Ministry of Health and has previously been publicly consulted by people, ministries, branches and social organizations on the Ministry of Health's Electronic Information Portal.
According to the draft, the head of a medical examination and treatment facility has the right to arrange employees to work by shift, team or overtime based on the actual situation. In case of shortage of human resources, the facility must arrange workers to be on duty 24/24 hours.
Notably, the allowance for 24/24 hours of work per working day is proposed to increase nearly 3 times compared to the current level. Specifically:
Allowance of 325,000 VND/person/session at special-class and class I hospitals; Central Institute of Forensic psychiatry, Central Institute of Forensic psychiatry of Bien Hoa;
The allowance is 255,000 VND/person/on-call at grade II medical facilities, the National Institute of Forensic Medicine, regional forensic psychiatric centers, the Military Forensic Institute, criminal technical assessment facilities of the Ministry of National Defense and the Ministry of Public Security;
Allowance of 185,000 VND/person/on-call at remaining medical facilities;
Allowance of 70,000 VND/person/on-call at commune health stations, military-civilian infirmaries, public social assistance facilities...
If on duty in a department or special area such as emergency resuscitation, anesthesia resuscitation, monthly newborn care, out-of-hospital emergency care, etc., the on-duty allowance will be calculated by 1.5 times.
Live weekly days off: increased by 1.3 times.
For holidays and Tet: increased by 1.8 times.
In addition, employees on duty 24/24 hours are supported with a meal allowance of VND40,000/session and are given compensatory leave according to regulations (1 day for regular shifts, 2 days for holiday shifts, Tet).
Surgical allowances increase sharply
Along with on-call, surgical and procedures allowances have also been significantly increased. According to the proposal, the highest (special) level for main surgeons, anesthesiologists or anesthesiologists is 790,000 VND, an increase of 510,000 VND compared to the current level.

Type 1: 355,000 VND, increased by 230,000 VND.
Type 2: 180,000 VND, increased by 120,000 VND.
Type 3: 140,000 VND, increased by 90,000 VND.
For people with surgical, anesthesia or anesthesia, the allowance level also increases sharply:
Special type: 565,000 VND, increased by 365,000 VND.
Type 1: 255,000 VND, increased by 160,000 VND.
Type 2: 140,000 VND, increased by 90,000 VND.
Type 3: 85,000 VND, increased by 55,000 VND.
For domestic helpers directly responsible for surgery, the increase is also significant:
Special type: from 120,000 to 340,000 VND;
Type 1: from 70,000 to 195,000 VND;
Type 2: from 30,000 to 85,000 VND;
Type 3: from 15,000 to 40,000 VND.
According to the Ministry of Health, this adjustment aims to encourage and retain public health human resources in the context of large workloads, high pressure and incomplete income, while creating motivation for the health system after the difficult period of the pandemic.
