Ministry of Health speaks out about whether localities can support health insurance for difficult street lottery ticket sellers

The Ministry of Health has just issued a document responding to the petition of voters in Lam Dong province on how mobile lottery ticket sellers are entitled to health insurance policies?

In which, voters proposed to pay attention to and support street lottery ticket sellers to enjoy health insurance benefits to prevent risks when sick. At the same time, voters proposed to study policies for lottery ticket agents, including deducting a portion of profits from ticket sales revenue to support lottery ticket sellers when facing health difficulties.

Mobile lottery ticket sellers are allowed to participate in household health insurance

According to the Ministry of Health, lottery ticket vendors are self-employed workers, often have unstable incomes and are prone to health risks. Health insurance laws currently have regulations for this group to participate in insurance.

According to the Law on Health Insurance and Decree 188/2025/ND-CP of the Government, street lottery ticket sellers belong to the group of freelancers and are entitled to participate in health insurance in the form of households.

To reduce the cost burden, the health insurance contribution level is gradually reduced for members participating with households in the fiscal year. The first person pays 100% of the contribution level; the second person pays 70%; the third person pays 60%; the fourth person pays 50% and from the fifth person onwards pays 40% of the contribution level of the first person.

The Ministry of Health also noted that in case street lottery ticket sellers are also in the group to be paid or supported by the state budget for health insurance contributions, they will be entitled to corresponding policies.

These groups may include people from poor households, near-poor households, ethnic minorities living in areas with difficult socio-economic conditions or elderly people belonging to the group of subjects prescribed by law.

Localities can provide additional support

Notably, the current policy also opens up mechanisms for localities to provide additional support to people in difficult circumstances.

According to point e, clause 10, Article 71 of Decree 188/2025/ND-CP, the Provincial People's Committee shall, based on the ability to balance the local budget and other legal funding sources, submit to the People's Council of the same level to decide on the level of health insurance contribution support higher than the minimum support level for groups of subjects.

Localities can also decide to support additional health insurance contributions for groups in difficult circumstances in the area.

Based on this regulation, the Ministry of Health believes that localities can review the actual situation, identify groups of beneficiaries and submit to the Provincial People's Council for consideration of appropriate support levels for street lottery ticket sellers in difficult circumstances.
