Regarding this issue, the Ministry of Health responded as follows:
In response to the proposal that Circular 02/2025/TT-BYT does not regulate salary classification for nursing, midwifery, and medical technician positions, the Ministry of Health said that the authority to issue salary classification regulations is no longer under the management of specialized ministries but is implemented according to the general framework of the Government.
According to the Ministry of Health, at point c, clause 38, Article 1 of Decree 85/2023/ND-CP (amending and supplementing Decree 115/2020/ND-CP on recruitment, use and management of civil servants) the phrase "and salary classification for professional titles of civil servants under the management of the sector and field, after the Ministry of Home Affairs' consensus" has been abolished. Therefore, the Ministry of professional title management only regulates the title code and standards; does not regulate salary classification. On that basis, Circular 02/2025/TT-BYT stipulates codes and standards for professional titles of nursing, midwifery, and medical technicians, but does not stipulate the salary arrangement regime for these titles.
Regarding salary classification, the Ministry of Health clearly states the application of the Professional and Technical Salary Table for cadres and civil servants in state service units (Table 3) issued with Decree 204/2004/ND-CP.
Specifically:
Grade I nursing and Grade I Medical Technology apply the salary coefficient of type A3 civil servants (group A3.1), coefficient from 6.20 to 8.00.
Grade II nursing, Grade II Medical Technology, Grade II Obstetrics and Gynecology apply type A2 (Group A2.1), coefficient from 4.40 to 6.78.
Grade III nursing, Grade III Medical Technology, Grade III Midwifery apply type A1, coefficient from 2.34 to 4.98.
Grade IV nursing, Grade IV Medical Technology, Grade IV Midwifery apply type A0, coefficient from 2.10 to 4.89.
The Ministry of Health also noted that Circular 02/2025/TT-BYT stipulates that the training level for Grade IV of the three above-mentioned titles is college graduation. Therefore, health sector officials who were previously appointed and salary classified according to grade IV but are currently enjoying the grade B civil servant coefficient, if they have now standardized their college level according to the major and group of majors, are eligible to be transferred to grade A0 civil servant (coefficient from 2.10 to 4.89) according to the provisions of Decree 204/2004/ND-CP.
Thus, the salary classification for nurses, midwives, and current medical technicians is not within the scope of the Circular 02/2025/TT-BYT but is implemented consistently according to the Government's salary table framework; cases of upgrading qualifications to meet the requirements of the title rank will be considered for corresponding reorganization.
