The Ministry of Home Affairs is seeking opinions on the draft Circular guiding salary classification for people recruited as civil servants.
This Circular guides salary classification for those recruited as civil servants according to the provisions of Decree No. 170/2025/ND-CP dated June 30, 2025 of the Government regulating the recruitment, use and management of civil servants.
The draft circular stipulates salary classification for 3 cases recruited as civil servants who have worked for social insurance.
Firstly, for those who are classifying salaries according to the salary tables prescribed in Decree No. 204/2004/ND-CP, the salary classification is implemented correspondingly to each case according to the provisions of Circular No. 79/2005/TT-BNV or Circular No. 02/2007/TT-BNV of the Minister of Home Affairs guiding salary classification when upgrading, transferring ranks, and changing types of civil servants and public employees.
Second, in cases where salaries are being arranged according to salary scales and salary tables in state-owned enterprises, salary arrangement is carried out correspondingly in each case according to the provisions of Clause 9, Clause 10, Section III of Circular No. 79/2005/TT-BNV or Circular 13/2018/TT-BNV of the Minister of Home Affairs amending Clause 8, Section III of Circular No. 79/2005/TT-BNV.
Third, for those who are not subject to the above regulations, salary classification in civil servant ranks corresponding to each recruited job position is applied according to the professional and technical salary table for cadres and civil servants in state agencies (Table 2) issued with Decree No. 204/2004/ND-CP.
Salary when recruiting to the job position is classified as a senior specialist and equivalent: The remaining working period with compulsory social insurance is calculated from level 1, salary coefficient 6.20 for civil servants of type A3 group 1 (A3.1) or from level 1, salary coefficient 5.75 for civil servants of type A3 group 2 (A3.2) according to the recruitment job position.
At the same time, after 3 years (36 months), it is ranked 1 salary level. After converting the time to be classified as a civil servant salary level, if there are months that are less than 36 months, this number of months will be counted as the time to consider raising the salary level for the next time or considering seniority allowances exceeding the framework (if any).
Salary arrangement when recruiting to the job position of senior specialist and equivalent: The remaining working period with compulsory social insurance is calculated from level 1, salary coefficient 4.40 of civil servants of type A2 group 1 (A2.1) or from level 1, salary coefficient 4.00 of civil servants of type A2 group 2 (A2.2).
At the same time, after 3 years (36 months), it is ranked 1 salary level. After converting the time to be classified as a civil servant salary level, if there are months that are less than 36 months, this number of months will be counted as the time to consider raising the salary level for the next time or considering seniority allowances exceeding the framework (if any).
Salary classification when recruiting to the job position of specialist and equivalent, civil servant and equivalent: Calculated from level 1, salary coefficient of 2.34 civil servants of type A1 (for job positions of specialist and equivalent) or from level 1, salary coefficient of 2.10 civil servants of type A0 (for job positions of civil servant and equivalent), after every 3 years (36 months) is increased to 1 salary level.
Salary arrangement when recruiting for employee positions: Calculated from level 1, the salary coefficient is 1.86 for type B civil servants, after every 2 years (24 months) is raised to 1 salary level.
After converting the time to be classified as a civil servant salary level, if there are months that are less than 24 months, this number of months will be counted as the time to consider raising the salary level for the next time or considering seniority allowances exceeding the framework (if any).
