These platforms regularly post promotional videos, advertising products such as deodorant spray, cleanser, hair dressing, delicious syrup... All goods are registered and announced by Hai Be Company Limited (located in Thanh Tay village, Van Phu commune, Nho Quan district, Ninh Binh province).
Starting with clips staging fun situations in daily life, Le Van Hai (also known as Hai Sen) quickly developed a series of social networking sites called "Hai Sen Family". Thanks to its controversial script creation, this channel attracts millions of followers and is used as an online sales channel to bring in large revenue. Taking advantage of that attraction, Hai started to integrate advertisements for products such as delicious Hai Be syrup, Hai Be feminine ginseng, Hai Sen deodorant spray...
Le Van Hai admits to being the Director of Hai Be Company Limited, introducing a company specializing in the production of health care products extracted from nature. However, in reality, this company has only been in operation for about two years and all products are hired by other processing units to do business online.
On the website https://haibe.vn/, many products have the phrase "health protection food" removed, which is not in accordance with the content that has been licensed for advertising. The promotional clips also do not clearly state the mandatory warning: "This food is not a medicine and does not have the effect of replacing medicine". Notably, some cosmetic products such as deodorant spray and dreamy spray are introduced as special drugs, which can easily cause serious misunderstandings for consumers.
On May 21, the Ministry of Health issued Decision 1703/QD-BYT on " Plan to implement the peak month of combating smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights" from May 15 to June 15, 2025.
The Ministry requires the entire industry to strengthen inspection and control of the production and trading of pharmaceuticals, cosmetics, functional foods, and medical equipment; promptly detect and strictly handle acts of smuggling, counterfeiting, and smuggling, protect the rights of people and businesses.
