Mr. Luu said that according to statistics from the Department of Home Affairs, in 2025, the city is expected to have about 3,000 cases of joblessness according to the two decrees mentioned above, in the roadmap for restructuring, streamlining the apparatus, and streamlining the payroll. "Hanoi has abundant resources for salary reform, so the payment is made immediately," said Mr. Luu.
Previously, the Hanoi People's Committee issued a framework of criteria and assessment scales for cadres, civil servants, public employees and workers to serve the process of restructuring the apparatus. In which, cadres, civil servants, and public employees in leadership and management are evaluated through 2 main groups of criteria: moral qualities, sense of discipline in performing tasks and leadership skills, professional capacity, and ability to meet job requirements.
The city aims to reduce staff by 25%, equivalent to at least 5% per year, by 2030. The implementation process is divided into two phases. Phase 1 from March 1, 2025 to December 31, 2025 focuses on reviewing and encouraging cases of voluntary leave. In phase 2, from 2026 to the end of 2030, the city will continue to resolve the remaining number of staff streamlining, ensuring the completion of the staff streamlining target according to the direction of the Central Government.
