According to the Drug Administration of Vietnam (Ministry of Health), one of the major difficulties of the pharmaceutical industry is that the source of raw materials for domestic drug production still depends mainly on imports, accounting for nearly 90%. So what is the solution to this problem?
Sharing about this issue, Mr. Vu Tuan Cuong - Director of the Department of Drug Administration (Ministry of Health) said: In the Strategy for pharmaceutical industry development to 2030 with a vision to 2045, many solutions have been proposed to improve the competitiveness of the Vietnamese pharmaceutical industry, focusing on many solutions.
First of all, it is necessary to promote the mobilization of all resources from domestic and foreign organizations and individuals to promote investment, research, testing, development of domestic production of drugs, vaccines, biological products, production of pharmaceutical ingredients, etc.
Prioritize investment in the construction of pharmaceutical industrial parks to attract investors to develop projects to produce original patented drugs, manufacture processed drugs immediately after the expiration of patents or related exclusive certificates, etc.
Research on building specialized laboratories for drug research and development, in which the State plays the leading role and has appropriate incentive and preferential mechanisms for businesses and research facilities to participate in investment.
Organize trade promotion activities to attract investment and transfer production technology from high-tech pharmaceutical manufacturing facilities, foreign-invested companies, multinational pharmaceutical corporations, and companies from countries with developed pharmaceutical industries.
Strictly manage the domestic drug distribution and supply system towards modernity, professionalism and efficiency. Encourage the application of EU-GSP, EU-GDP, EU-GPP technical standards (good practices for drug storage, distribution and retail according to European standards), build drug storage warehouses and transportation systems that meet high technical standards, promote connections and promote the effectiveness of connecting drug supply facilities.
Building medicinal value chains, cooperation mechanisms, and connection between farmers, scientists, authorities, and businesses in transferring varieties, cultivation techniques, harvesting and purchasing, producing, and processing medicinal herbs domestically.
Develop a policy mechanism to encourage large Vietnamese enterprises to play a leading role in the pharmaceutical industry through incentives for the development of medicinal plant growing, exploitation and processing areas, transfer of modern and high technology, and a mechanism for the Government to place orders and assign tasks.
Promote the implementation of policies to support small and medium enterprises to participate in value chain linkages in the pharmaceutical industry.
In addition, the Law amending and supplementing a number of articles of the Law on Pharmacy has established orientations and policies to provide incentives and support to encourage the development of Vietnam's pharmaceutical industry.
Accordingly, in the coming time, the Ministry of Health will complete the system of documents guiding the implementation of the Pharmacy Law such as Decrees and Circulars to implement the above orientations, disseminate, guide and coordinate with relevant units as well as enterprises to effectively implement the provisions of the Pharmacy Law and institutionalize policies and orientations in the Pharmaceutical Industry Development Strategy.
At the same time, to synchronize and unify the provisions between the Laws, the Ministry of Health will propose and coordinate with relevant Ministries/sectors and agencies to amend a number of provisions in the Laws related to the preferential provisions for the development of the Pharmaceutical industry approved by the National Assembly in the Law amending and supplementing a number of articles of the Pharmaceutical Law, specifically: amending the Laws: Investment Law, Corporate Income Tax Law, Land Law...
