Currently, there are 37 higher education institutions nationwide that are carrying out the task of training doctors and nurses. The rest are multi-disciplinary schools, including both public and private institutions.
The fact that many non-professional schools open doctoral training majors is causing controversy among experts. Many experts have commented that the medical industry is a special field, requiring strict standards for lecturers, practice hospitals, equipment and learning environment. Not all schools are qualified to open a medical school. If it is opened widely, the biggest risk is that the quality of outstanding doctors does not meet the requirements of community health care.
Many experts also expressed concern that some multi-disciplinary schools, previously not having strengths in health sector, are still licensed to train doctors. Meanwhile, the practice conditions - a factor considered key - depend largely on the affiliated hospital system, not every school has.
On the morning of November 25, the National Assembly discussed in groups the investment policy for the National Target Program on health care and population; the National Target Program on modernization and improvement of the quality of education and training, Permanent Deputy Prime Minister Nguyen Hoa Binh said that the Government's viewpoint is that only true "medical schools" are qualified to train doctors.
