Proposal to research and develop specific mechanisms in the field of health training
On the afternoon of November 19, Deputy Prime Minister Le Thanh Long and the working delegation visited, worked, and congratulated Hanoi Medical University - a school with a glorious history, making a particularly important contribution to Vietnamese medicine, on the occasion of the 43rd anniversary of Vietnamese Teachers' Day (November 20, 1982 - November 20, 2025).

Prof. Dr. Nguyen Huu Tu - Principal of Hanoi Medical University - said that over the past 5 years, the school has increased the training scale from 11,700 to 16,000 students, an increase of 35.8%.
In particular, the school has increased from 319 doctoral students in the previous 5 years to 816 doctoral students in the current period. The number increased significantly, up to 121%, demonstrating the University's high-level research and training capacity.
At the meeting, Prof. Dr. Nguyen Huu Tu proposed that the Government, ministries, departments, provinces and cities concerned prioritize the allocation of investment capital from the state budget and local budget in the period of 2026-2030 to implement component projects approved by Decision 714 of the Prime Minister.
The purpose is to build facilities, invest in institutes and centers for modernization research and development of medical technology, and build specialized technology centers. This is very necessary for the school to be able to improve quality, increase the scale of training and promote its leadership role.

Regarding health training, the school proposed that the Government direct the Ministry of Education and Training to study and develop specific mechanisms in the field of health training to allow Hanoi Medical University to convert the university model in the new period. Hanoi Medical University wishes to become a University of Health Sciences with many health science majors (target by 2035).
At the same time, it is proposed that the Government consider issuing regulations on funding for training in resident doctors and having support mechanisms for resident doctors during their study period; Propose adjusting the policy on compensation for tuition exemption and reduction for 6 specialized groups that are difficult to attract students, including: Mental health, plastic surgery, tuberculosis, infectious diseases and emergency resuscitation.
Being the beneficiary of a series of important policies
Concluding the meeting, on the occasion of the 43rd anniversary of Vietnamese Teachers' Day on November 20, Deputy Prime Minister Le Thanh Long sent his best wishes to teachers, scientists, medical staff and all students of the school.
The Deputy Prime Minister said that during this term, the Politburo issued many important decisions, of which Hanoi Medical University is a beneficiary at the same time of these policies.

The Deputy Prime Minister sent a speech: If the school focuses on researching and developing drugs, vaccines, OCOP products of the Vietnamese pharmaceutical industry, of traditional medicine, it can benefit from the "comprehensive sky of policies" from Resolution 57 on breakthroughs in science, technology development, innovation and national digital transformation.
If the school continues to do international cooperation and publish scientific works, it will also be a beneficiary of the policy from Resolution 59 on international integration. The policies from Resolution 71 on breakthroughs in the field of education and Resolution 72 in the field of health are even clearer about the policies that schools can enjoy.
If the school can promote cooperation with private health facilities, it can also benefit from the policy from Resolution 68... The important thing is that the school needs to be proactive.
Therefore, in the coming time, it is necessary to fully and promptly institutionalize the Resolutions mentioned above. In that spirit, the Government has submitted and the National Assembly is considering approving 2 National Target Programs on education and health.
In the process of institutionalizing the Party's resolutions, there is still much work to be done. The Deputy Prime Minister suggested that the school, as a training and research center, and a subject of science and technology, proactively participate in the proposal.
The school needs to effectively implement the project "Developing Hanoi Medical University into a national key higher education institution in the leading group in Asia" approved by the Prime Minister. In particular, the Deputy Prime Minister noted that the school clearly identified the order of priority for investment in projects, so that investment has focus and key points.
It is necessary to promote cooperation and mobilize different resources in the development process of the school to create more revenue. Strictly and effectively implement the model of linking training - research - medical examination and treatment. Focus on investing in the development of science and technology, innovation and digital transformation in hospitals. How are our studies realized and commercialized, said the Deputy Prime Minister.
The Deputy Prime Minister believes that, with its 123-year tradition, Hanoi Medical University will continue to develop more strongly, making an important contribution to the cause of protecting, caring for and improving people's health.
